Position Summary
Under the direction of the Information Technology Specialist 3-Programming, the Information Technology Specialist 2 - Programming will work in a team environment to support our ERP applications and other third-party solutions. The Information Technology Specialist 2 - Programming will perform a full range of activities including requirements gathering, design, configuration, testing, and deployment, as well as maintenance and troubleshooting defect support.
We will be filling three (3) Information Technology Specialist 2-Programming vacancies. These positions will be in the following areas:
Pension Member Benefits Solutions Unit - 1 Position
Financial and HCM Solutions Unit - 2 Positions
NY HELPS Program Information
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications, and any specialized requirements, of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.
Minimum Qualifications
EITHER 1) Reachable on the Civil Service eligible list; OR 2) Eligible for reassignment by virtue of having permanent competitive service as an Information Technology Specialist 2-Programming (SG-18); OR 3) Eligible for transfer under the provisions of the Civil Service Law by virtue of having one year of permanent competitive service in an appropriate title.
To be appointed via the NY HELPS program, you must meet the following requirements:
A bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science; or a bachelor's or higher-level degree in any field and one year of experience in information technology; or 60 semester credit hours including or supplemented by 15 semester credit hours in computer science and one year of professional experience in information technology; or two years of professional experience in information technology.
Preferred Qualifications
Pension Member Benefits Unit:
At least one year of applied experience in application development and the secure systems development lifecycle
Experience with PeopleSoft development, relevant toolsets and application design workbenches
Experience with SQL on Oracle or other major RDBMS platforms
Experience with development integrations with third party applications including the use of Component Interfaces, SOAP or REST services and REST API's
Experience developing applications using one of the following technologies: Microsoft .NET, Java, PHP, C++, Python, Ruby
Functional knowledge of Public Section Pension Administration
Proven ability to troubleshoot system issues
Strong written and verbal communication, and interpersonal skills
Excellent analytical and problem-solving skills
Capability to manage multiple priorities effectively
Commitment to providing exceptional customer service
Financial and HCM Solutions Unit:
Experience and functional understanding of talent & acquisition and/or asset management
Experience working with the Workday (or similar) ERP platform
Active certification(s) in the Workday platform
Knowledge of calculated fields, condition rules, and business process configurations within a configurable application platform
Experience understanding how role mapping of security aligns with job duties for talent
Proven ability to troubleshoot system issues
Strong written and verbal communication, and interpersonal skills
Excellent analytical and problem-solving skills
Capability to manage multiple priorities effectively
At least one year of applied experience in application development
Basic understanding of recruiting processes
Functional knowledge of public sector talent and recruitment and/or asset management
Commitment to providing exceptional customer service

Job Duties
The duties of the Information Technology Specialist 2 - Programming will include, but are not limited to, the following:
Pension Member Benefits Unit:
Participate as a team member on a variety of projects including determination of time frames for assigned tasks, completing assigned tasks, assisting in unit and system testing and post-implementation support of the system
Assist in the analysis of user requirements such as information gathering, participating in requirements interviews, documenting existing systems and processes, documenting requirements and developing detailed specifications
Program and provide technical support for application modules and various implementation phases of application systems. This will include coding, testing, installation and documentation of the system-s functions.
Ensure that system development and support projects adhere to application development standards and procedures, standard configurations and policies dictated by the New York State Teachers- Retirement System
Provide support, troubleshooting and maintenance of assigned systems to ensure that New York State Teachers- Retirement System staff can utilize applications in an efficient and timely manner
Collaborate on information in a team environment to communicate goals, objectives and knowledge
Assist with project planning including task estimates
Code, test and implement applications in a team environment
Financial and HCM Solutions Unit:
Serve and support the primary subject matter expert for NYSTRS' Workday Talent, Acquisition (Recruiting), and Asset modules
System Configuration, Talent, and Asset modules:
Configure, test, and deploy new features and enhancements within the Workday Recruiting, Talent, and Asset modules
Troubleshoot system issues and implement solutions, leveraging both configuration and integration-based options
Optimize Workday processes and workflows in collaboration with HR and other department leaders to enhance efficiency, reporting, and analytics
Maintain Workday configuration governance and data integrity, ensuring compliance with relevant standards and policies
User Support and Documentation:
Address user inquiries and provide support regarding Workday features and processes within the modules
Create and maintain comprehensive documentation for Workday module changes, including configuration workbooks, unit test cases, functional/technical designs, and reasons for changes
Project Participation & Continuous Improvement:
Participate as a key team member on Workday projects, contributing to requirement analysis, timeline determination, testing, and post-implementation support
Assist in analyzing user requirements, gathering information, documenting existing systems/processes, and developing detailed specifications
Stay current with Workday updates, releases, and HR and Asset Management best practices to proactively identify and implement improvements

$76,378- $99,656
