Information Technology Specialist 3 - Programming

Position Summary
This position will provide NYSTRS with a technical/business analysis that can work on projects that require a technical background. This position will be responsible for leading requirements gathering activities for Information Technology related projects, as well as representing project stakeholders throughout the planning, development, and release processes. This position will be responsible for supervising and mentoring one or more Business Systems Analyst 1 employees on technical related projects which will include understanding the business needs of NYSTRS and ensuring that IT-Business Solutions provides appropriate, quality solutions.
Minimum Qualifications
Either 1) Reachable on the Civil Service eligible list; 2) Eligible for reassignment by virtue of having permanent competitive service as an Information Technology Specialist 3 - Programming (SG-23); OR 3) Eligible for transfer under the provisions of the Civil Service Law by virtue of having one year of permanent competitive service in an appropriate title.
Preferred Qualifications
The ideal candidate will have the following experience:
Requirements gathering, as well as documentation and management, specifically creating business and functional requirements and specifications and requirements traceability matrices
Information technology methodologies including working with developers and business users
Working on large scale, multi-year projects using a formal project management approach
Working on projects utilizing Waterfall and Agile Project Management methodologies during large scale enterprise projects
Proficiency in facilitating meetings and interviews with end users at all levels of an organization
Using Microsoft Visio to create business process flows and cross-functional flowcharts
Ability to use Microsoft Word, Excel, PowerPoint, Access, Visio, SharePoint, Teams, and ServiceNow effectively and efficiently
Ability to use Adobe Acrobat Pro, Adobe, SnagIT, WebEx, and Biscom SFT
Knowledge in ITIL v3 standards, cloud concepts and architecture
Creating training content including documentation and videos
Communicating in a professional manner, as well as facilitating high profile remote meetings with Executive Management
Working in a high-profile work environment
Collaborating on technical projects that require a close working relationship with technical leads and support staff
Working with vendors who provide software
Developing strong relationships and building consensus among competing stakeholders
Providing supervision and guidance to subordinate staff

Job Duties
The duties of the Information Technology Specialist 3 - Programming include, but are not limited to, the following:
Document as-is/to-be and creation of flows (traditional and cross-functional) or models according to NYSTRS standards and recognized business analysis methodologies
Identify and document scope of business processes, changes and enhancements, along with prioritizing and remaining aware of business process changes
Manage the relationship with project stakeholders to identify, model and document business process and data requirements
Translate technical complexities to project stakeholders, ensuring thorough understanding of design decisions, while working with Information Technology teams to ensure requirements are understood, developed, tested and delivered to specification
Work closely with the Project Team to ensure analysis activities are properly estimated and included in the project schedule
Work with the Project Team to ensure requirements- gathering stays within scope or enact a change request if the scope needs to be revisited
Utilize NYSTRS business requirements- templates, may produce additional templates and, when needed, improve upon templates already in use
Validate that solutions meet business needs by developing, maintaining and executing test plans, test cases and test data along with performing unit testing and documenting results
Coordinate quality assurance testing and testing efforts including documenting and reporting user feedback and noted defects
Develop training and user support materials in support of Information Technology related projects
Deliver training to NYSTRS users in support of Information Technology related projects
Provide project support as needed

$99,183- $129,410
