Summary You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the Support Branch (0222), Contracting Division (022), Contracts Department (02) of NAVSURFWARCEN IH DIV. The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary is limited to a GS-13 Step 10 ($161,448). Responsibilities You will serve as a Senior Contract Specialist/Limited Warranted Contracting Officer in the Contracts Department. You will ensure performance of all necessary actions for effective contracting, ensuring compliance with the terms of the contract, and safeguarding the interests of the United States in its contractual relationships. You will solicit, evaluate, negotiate, and award contracts with commercial organizations, educational institutions, and nonprofit organizations for the furnishing supplies and services. You will review and issue contractual actions up to the assigned warrant authority; administers contracts through closeout by assuring compliance with the conditions of contracts. You will terminate contracts by analyzing, negotiating, and setting claims and proposals; evaluate cost or price proposals and accounting systems data. You will serve as the day-to-day contracting representative for the assigned customers with the responsibility to effect timely procurements while preserving the integrity of the contractual arrangements. You will award and administer a wide range of contract actions, including but not limited to, Simplified Acquisitions, Firm Fixed Price contracts, Cost reimbursable contracts, Professional Services, Supply, and Research and Development. You will prepare and issues requests for proposals and quotes, issues broad agency announcements, evaluate proposals, develop business case decisions for award, and develop award documentation. You will participate in the planning phase, source selection phase, documentation of the award decision phase, and through contract award; advise customers and develops procurement milestones. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector as a professional contract specialist, providing contractual procurement and administration services (e.g., contract awards, cost analysis, negotiations, solicitations and close-outs) to establish and sustain the acquisition of contracted services, materials, supplies, or construction for an organization.
