Koniag Emerging Technologies, a Koniag Government Services company , is seeking an Acquisition Management Specialist to support KET and our government customer in Washington, DC. This position requires the candidate to be able to obtain a Public Trust. This is a hybrid opportunity requires 1 day onsite.

The Acquisition Management Specialist will oversee and manage processes for the efficient and effective acquisition of IT resources needed to support the corporate mission in accordance with the Federal Acquisition Regulations (FAR).
Essential Functions, Responsibilities & Duties may include, but are not limited to:
Acquisition Strategy and Planning:
Provide subject matter expertise, advice, and execution support for division-level procurement strategies
Develop and implement strategies for procurements of various sizes and complexities
Interface with program office personnel to define, develop, and refine program requirements and strategies for all CIO procurements
Support procurement planning/forecasting, procurement development, and obligation plan monitoring
Establish communications with program offices for early planning of procurement actions
Program Outreach:
Draft and develop all applicable procurement documents required for successful contract awards
Prepare and review acquisition documents including Statements of Work (SOW), Acquisition Plans (AP), Independent Government Cost Estimates (IGCE), Analysis of Alternatives (AoA), Determination and Findings (D&F), and market research
Review documentation for proper content and adherence to Federal Acquisition and DOE acquisition regulations
Procurement Request (PR) Strategy, Execution, and Administration:
Create requisitions in the CIO requisition system CIMC and ensure proper routing to stakeholders
Process PRs in the DOE contract writing tool STRIPES
Track PRs from inception to award
Prepare and maintain weekly status reports and dashboards for senior management
Develop and maintain databases for CIO contract awards and acquisition planning forecast tools
Contract Management Support:
Manage the CIO Other Direct Cost (ODC) process from inception to completion
Track ODC status, collaborate with stakeholders, and resolve issues
Review, process, and track vendor invoices/payments using DOE FAST system
Ensure invoice compliance with FAR regulations
Process contract closeout packages and track closeout activities
Conduct holistic contract reviews and burn-rate analysis

Optional Strategic Support:
Develop and maintain procurement spend plans
Create and maintain Prospective Vendors Point of Contact List and Vendor Capabilities Library
Serve as Program Outreach Lead working directly with Government Lead in procurement planning
Streamlining Initiatives:
Develop and implement standardized acquisition and procurement templates and briefings
Create standard operating procedures, best practices, and training initiatives
Implement business process reengineering initiatives focused on:
Reducing redundant/inefficient entries and internal processes
Centralizing data sources
Increasing automation
Improving document metadata
Establishing governance processes and virtual technology teams
Advanced Contract Management:
Provide advanced FAST system expertise for funds reclassifications and redistribution
Interface with Budget Execution Team for budget-related activities correlation
Facilitate COR workshops and senior leadership briefings
Develop comprehensive ODC user guides and training materials
Specialized Analysis and Reporting:
Conduct UDO (Undelivered Order) analysis and respond to UDO taskers
Maintain detailed contract modification records (cost and no-cost modifications, period of performance changes, COR changes)
Generate comprehensive ODC reports including new requests, status updates, and completion tracking
