We provide the internal support and oversight needed to ensure efficient, accountable, and transparent agency operations. OMF does not deliver direct services to the public.
About This Job
This position is responsible for managing the complex financial activities of the UI Program for the Office of Unemployment Insurance Administration of the Louisiana Workforce Commission This position directs and controls the accounting activities and fund management for state and federal funds received and disbursed with the UI Program. This includes State Unemployment Insurance, Worker Training Funds, Unemployment Compensation for Federal Employees, Unemployment Compensation for Ex-Servicemen, Federal Extended Benefits, Federal Supplemental Compensation, Trade Rehabilitation Act, Disaster Unemployment Assistance, and Temporary Emergency Unemployment Compensation. This position manages the financial operations for the UI Trust Fund, which holds approximately of $1.2 billion in the Treasury. A deep understanding of the UI Program, Louisiana Employment Security Law, Generally Accepted Accounting Policies and procedures, the Cash Management Improvement Act, and State and Federal Laws, Rules and Regulations, is required.
Minimum Qualifications
Seven years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Six years of full-time experience in any field plus twenty-four semester hours in accounting plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor's degree with twenty-four semester hours in accounting plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor's degree in accounting, finance, business administration, management, economics, or statistics plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR
An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Possession of a Certified Public Accountant (CPA) license plus two years of experience in accounting, auditing, financial operations, payroll, or banking.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
Manages general ledger activity for all Unemployment Insurance (UI) Program benefit payments, ensuring accurate recording of transactions for 20,000-300,000 weekly claimants funded by state and federal sources.
Prepares and reviews journal entries, including non-routine adjustments and fund transfers, and oversees daily accounting activity performed by a subordinate accountant.
Monitors and verifies daily payment registers, identifies discrepancies, and prepares benefit funding draw documents and supporting reports for management review.
Compiles and analyzes financial data to prepare monthly, quarterly, and annual reports, including ETA 2112, ETA 8401, and CMIA reports, and contributes data for the state's Annual Financial Report.
Serves as a liaison with auditors, banks, state agencies, and UI program staff while supervising a subordinate accountant and providing technical guidance and performance evaluations.
