We provide the internal support and oversight needed to ensure efficient, accountable, and transparent agency operations. OMF does not deliver direct services to the public.
About This Job
This position is responsible for managing the complex financial activities of the UI Program for the Office of Unemployment Insurance Administration of the Louisiana Workforce Commission This position directs and controls the accounting activities and fund management for state and federal funds received and disbursed with the UI Program. This includes State Unemployment Insurance, Worker Training Funds, Unemployment Compensation for Federal Employees, Unemployment Compensation for Ex-Servicemen, Federal Extended Benefits, Federal Supplemental Compensation, Trade Rehabilitation Act, Disaster Unemployment Assistance, and Temporary Emergency Unemployment Compensation. This position manages the financial operations for the UI Trust Fund, which holds approximately of $1.2 billion in the Treasury. A deep understanding of the UI Program, Louisiana Employment Security Law, Generally Accepted Accounting Policies and procedures, the Cash Management Improvement Act, and State and Federal Laws, Rules and Regulations, is required.
Minimum Qualifications
Seven years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Six years of full-time experience in any field plus twenty-four semester hours in accounting plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor's degree with twenty-four semester hours in accounting plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor's degree in accounting, finance, business administration, management, economics, or statistics plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR
An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Possession of a Certified Public Accountant (CPA) license plus two years of experience in accounting, auditing, financial operations, payroll, or banking.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
Manages all financial operations of the Unemployment Insurance (UI) Program, including accounting for multiple state and federal funds, and oversees the UI Trust Fund holding approximately $1.5 billion in the U.S. Treasury.
Directs two accounting sub-units: Tax Accounting, which handles over $235 million annually in employer tax and worker training fund collections, and Benefit Accounting, which manages unemployment benefit payments totaling $150 million to several billion annually.
Oversees daily cash management of state and federal funds, authorizing cash transfers and wire transactions, monitoring bank balances, and ensuring compliance with state and federal financial regulations.
Prepares and reviews financial statements, projections, and reports for senior leadership, legislative committees, and the U.S. Department of Labor, serving as the primary liaison during state and federal audits.
Leads, trains, and evaluates accounting staff, ensuring adherence to policies, safety practices, and performance standards.

Appointment Type:This position may be filled as either a Probational or a Job Appointment (open to all qualified applicants); a Promotion (open to all statewide classified and agency-wide permanent status employees); or by Detail to Special Duty. Current permanent status, classified employees may be required to accept a Probational appointment if selected. If filled as a Job Appointment, there is a possibility that this position may be converted to a Probational Appointment should funding become available.
