The Office of State Depository Control is responsible for managing the State's cash management, banking, and fund control programs. The Fiscal Control Division ensures that all monies deposited in the Treasury are safeguarded, accurately accounted for, and disbursed in compliance with constitutional and statutory requirements for the benefit of Louisiana's citizens.

About the Role:
This position serves as the manager for the statewide cash management program, electronic payment gateways, and centralized banking services program utilized by all state agencies. The Manager performs highly complex work, is responsible for development and implementation of statewide cash management policies and procedures, and assists with development of internal policies and procedures for Treasury's operations.
Candidates will maintain an expert knowledge of Treasury policies and procedures for acceptance of credit and debit cards and other forms of electronic receipt and disbursements, a thorough understanding of Treasury's statewide card processing agreements, very good knowledge of the various emerging forms of electronic commerce, and excellent communication skills.
Minimum Qualifications
Seven years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Six years of full-time experience in any field plus twenty-four semester hours in any one or combination of accounting, economics, finance, or statistics plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor's degree with twenty-four semester hours in any one or combination of accounting, economics, finance, or statistics plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor's degree in accounting, finance, business administration, management, economics, or statistics plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR
An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Possession of a Certified Public Accountant (CPA) license plus two years of experience in accounting, auditing, financial operations, payroll, or banking.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
Manages the operation of the State's central depository bank program
Manages state agencies' use of various forms of electronic commerce for receipt of public funds deposited into State Treasury
Manages the operation of the State's centralized cash management program
Advises management concerning qualifications of financial institutions requesting designation as approved fiscal agents
Directs and supervises professional accounting functions performed by Fiscal Control Analysts
Directs special fiscal management projects as assigned
Position-Specific Details:
Appointment Type:Probational, Promotional, or Job Appointment, Detail to Special Duty or Classified Temporary Appointment. If filled as a probational appointment, this position requires the selected applicant to serve a minimum probationary period of twelve (12) months. Current permanent status classified employees may be required to accept a probational appointment in lieu of promotion if selected. If filled as a Job Appointment, there is a possibility that this position may be converted to a probational appointment should funding become available. Additional Vacancies may be filled from this announcement within 90 days of the closing date.
Compensation: Note regarding the advertised pay range: The maximum amount listed is the maximum salary a person can make while in this title and NOT the maximum amount we are allowed to pay a new hire. The actual starting salary depends on the education and experience of the selected applicant.
Work Location: This position is domiciled in East Baton Rouge Parish.
