The Provider Support Lead Analyst exists to execute the responsibilities of the Commissioner of the Department of Children, Youth, and Families (DCYF), pursuant to Minn. Stat. § 142E, to develop, administer, and manage statewide registration of child care providers for eligibility for receipt of public funding for the Child Care Assistance Program (CCAP) and other programs within the Early Childhood Administration. The Provider Support Lead Analyst works with the Child Care Assistance Program and other programs within the Early Childhood Administration to implement strategic plan alignment and direct the development, research, implementation, and evaluation of the state's system for child care subsidies for families by serving as the lead for the Provider Support Team in developing, implementing, and analyzing policies and laws related to ensuring child care providers meet requirements to receive public funding. The primary functions of this role are to lead the work of the provider support specialists, support legislative policy development, analysis, and change implementation, and lead and coordinate engagement for provider registration and child care subsidy programs. This position will function as the Lead Provider Support Specialist on the Provider Support Team.
Responsibilities include:
Manage productivity and workflow as the ongoing subject matter expert for the daily unit functions comprised of Provider Support Specialists with significant influence in personnel design, position description development and oversight of work-related tasks such as provider caseload oversight and childcare provider calls or responses. They will process registration cases regularly and manage a caseload of registration cases as necessary.
Analyze, develop and implement policies, rules, and statutes related to child care provider registration and authorization for the Child Care Assistance Program and other public funding programs.
Develop and expand person-centered family and provider engagement strategies for the CCAP Team with a focus on addressing disparities impacting child care providers and increasing equity for families in need of child care services.
Increase the voice and input of families at high-risk, ensuring they have opportunities for safe, stable, and nurturing relationships through access to high quality caregiving environments.
Minimum Qualifications

Four (4) years of experience in child care services developing programs in a human services setting. Experience must include the following:
Group facilitation, leadership and/or presentation experience
Experience leading high-level projects engaging multiple stakeholder groups
Knowledge of Federal and State child care laws, rules and administrative procedures
Experience and knowledge related to providing child care directly to children and issues facing child care providers
Ability to understand, navigate, utilize, and adapt to new technology and systems.
Experience working effectively and culturally competently with others from different backgrounds and cultures.
Preferred Qualifications
Bachelor's or master's degree in public administration, human services, or child care.
Experience with the Child Care Assistance Program or similar publicly funded human services focused on children and families.
Experience with analyzing federal and state legislation, and rules governing the Child Care Assistance Program.
Experience leading efforts that result in significant change to systems, policies or programs.
Variety of experiences working effectively with others from different backgrounds and cultures.
