The Finance Manager is responsible for managing the financial operations for a mid-size subordinate governmental agency, Cornell Cooperative Extension of Columbia and Greene Counties, with an annual operation budget of approximately $3.5 million dollars, approximately 32 staff, and which also operates the Capital Region Welcome Center Taste NY Market.
Key functions include budgeting, financial reporting, auditing, compliance with financial regulations, forecasting, and inventory accounting. The role ensures fiscal responsibility and transparency in the use of public funds while supporting strategic planning and decision-making.
The Finance Manager also maintains a strong connection with CCE finance leadership staff for guidance and to help ensure compliance with financial standards.

Required Qualifications
Bachelor's degree in finance, accounting or related field. An Associate's degree in finance, accounting, or related field plus two years related experience may substitute for a Bachelor's degree.
A minimum of 5 years' experience relevant to the role of the position.
Strong knowledge of accounting standards (e.g., GAAP, etc.) and skills (budgets, audits, etc.).
Proficient in financial software (e.g., ERP systems - Acumatica, QuickBooks, Excel, etc.), MS Office Suite.
Excellent analytical, organizational, and communication skills.
Ability to meet regular travel requirements associated with this position. A valid NYS driver's license and ability to drive and driving record acceptable for agency insurance coverage are required.
Ability to help ensure a welcoming environment for all.
Ability to work occasional evenings and/or weekends.

Preferred Qualifications
Financial management experience in a government, non-profit, or public sector setting.
Experience with accrual basis of accounting.
Experience with retail/inventory accounting.
Experience with managing and preparing for audits.
Experience managing budgets with diverse income streams.
Experience with Acumatica.
Position Responsibilities & Essential Functions
Administrative Responsibilities:
Direction and Management - 65%
Plan, manage, and oversee budgets, accounting functions, and grant and contract financials.
Manage accounting policies and procedures.
Work closely with CCE finance leadership staff for guidance, to monitor trends, identify issues, and to ensure compliance with regulations and CCE requirements.
Ensure compliance with various internal and external regulations, e.g. GAAP regulations and CCE accounting procedures.
Serve as a resource for the CCE Columbia Greene Executive Director, staff, board members, and others. Answer questions, present financial statements at board and committee meetings, help people understand budget and financial processes.
Monitor funding streams and appropriations received through Cornell University.
Ensure accuracy and compliance with financial systems.
Provide supervision and guidance to the accounts representative position by coaching, supporting, training, and providing feedback as needed.
Ensure appropriate oversight of financial records at all times.
Coordination and Operation - 30%
Directly perform accounting functions including, but not limited to: accounts payable/receivable functions, Taste NY Store inventory accounting, staff reimbursements, fixed assets, reconcile bank statements, journal entries, cost allocations
Prepare accurate, timely reports and financial statements.
Ensure timely payment of the Cornell monthly operating statement by processing the invoice for payments.
Professional Improvement - 5%
In cooperation with Supervisor and/or Executive Director, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes and Association priorities.
Collaborate in activities that are in general support of Cornell Cooperative Extension and perform other duties as assigned.
