Summary You will serve as a CONTRACTING OFFICER REPRESENTATIVE in the Contracting (C400G) at Pearl Harbor Naval Shipyard, Detachment Guam of PEARL HARBOR NSY AND IMF. Responsibilities You will be responsible for ensuring that all necessary actions for effective execution of valid Government requirements via contract vehicles are accomplished. You will ensure compliance to terms and conditions of the contract, monitoring deliverables, maintaining necessary records, identifying and communicating potential issues and risks. You will identify potential or actual unauthorized commitments to the Contracting Officer, acceptance of services or supplies, litigation efforts, development and completion of Contractor performance assessments, and contract closeout. You will develop and promote effective and efficient procurement planning in order to enhance Guam Detachment's capability to develop proper and accurate contract requirements and documentation. You will provide consultative support and completes all COR activities for assigned Guam Detachment support contracts. You will provide programmatic oversight and management of all contract actions supporting Guam Detachment requirements in coordination with the Guam Detachment Director. You will develop acquisition strategy and programmatic schedules for award, identify funding required, and coordinate development of procurement packages for contracts and contract tasks, to include determination of schedules and deliverables. You will perform quality assurance surveillance and physical inspections. Analyze and evaluate methods and techniques measuring the efficiency and effectiveness of contract requirements and documentations. You will assist with the planning and development of contract requirement packets for acquisition-based guides, templates, and instructions on preparing required contracting documents. Education Additional Information: The incumbent may be assigned to work areas where certain potentially harmful physical and chemical agents are present. These agents may include, but are not limited to: fumes, dust, noise, heat, ionizing and non-ionizing radiation, chemicals, etc. To ensure employee safety and health, the PHNSY&IMF maintains personnel protection programs consistent with applicable laws and regulations. These programs may include engineering controls, training, work procedures, use of personnel protective equipment and medical surveillance. As part of the medical surveillance programs, the incumbent may be required to take medical examinations to assess his/her medical qualification for duty involving work with these agents. This a Defense Acquisition Workforce position that requires an Engineering and Technical Management, Foundational acquisition certification. The incumbent has 36 months to earn this certification. Incumbent must obtain and maintain certification in accordance with DoD Instruction 5000.66. Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66. Workforce members are encouraged to earn their CLPs by completing Defense Acquisition University (DAU) Credentials. Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment. Failure to meet these requirements could result in disciplinary action and/or removal from employment.
