Summary This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and CHIP Services. As a Health Insurance Specialist (State Project Officer), GS-0107-13, you will be working with the team responsible for the establishment and oversight of the Rural Health Transformation Program (RHTP), which aims to improve healthcare access and outcomes in rural communities by strengthening rural hospitals and other providers. Responsibilities Develop, analyze, and monitor policies related to rural health insurance and program implementation. Provide technical assistance and oversight to states and partners to strengthen rural healthcare access. Conduct program analysis and financial reviews to inform rural health program decisions. Collaborate with CMS leadership and external stakeholders to align rural health initiatives with federal and state priorities. Support design and rollout of projects that, improve access, and build sustainable health care infrastructure in rural communities. In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: 1. Provide technical guidance to states on Medicaid program and financing policies for rural populations or on programs that affect rural health. 2. Support projects and studies, recommending improvements to program design, policies, procedures, business processes, and systems: AND 3. Help draft health policy documents (e.g., policy briefs, evaluation summaries) and present information to leaders and stakeholders to support decisions on program design, implementation, compliance, or rural Medicaid policy. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
