Summary The Administrative Officer applies analytical and evaluative methods and techniques to improve the efficiency and effectiveness of program operations of the organization in addition to substantive program administration functions such as those concerning internal personnel/human resources (HR) and space and equipment. Responsibilities Explains administrative requirements, secures clarifying information, resolves inconsistencies and maintains liaison with management/staff/operating supervisors. Written and oral communications sufficient to prepare and present findings and recommend and/or carry out specific actions regarding problems and issues. Uses problem-solving methods and techniques to collect, sort, and analyze information, evaluate relevance and adequacy of facts, and develop recommended courses of action involving management processes. Develops both long and short-range operating plans for a widely geographically dispersed system of caches of pharmaceuticals and medical supplies reserved for the treatment of casualties from mass casualty events. Completes projects, evaluations, reports, or recommendations are reviewed by the supervisor for compatibility with organizational goals, guidelines, and effectiveness in achieving intended objectives. Plans and organizes studies, estimates costs, coordinates with staff and line management personnel, and conducts all phases of projects. Prepares procurement requests, evaluates proposals for work, acts as a COR for procurements, and/or maintains procurement and contracting records. Monitors available resources and makes recommendations to management regarding need for, distribution, and/or redistribution of resources. Exercises administrative budget controls through review and approval of the obligation and expenditure of funds for management and administrative purposes, including personnel salaries and expenses.
