Summary This Program Specialist position is located in the Women Veterans Program, a program within the Chief of Staff Service at the VA Manchester, Health Care System, New Hampshire location. This position is a full time 40 per week. Serves as a Program Specialist focusing on administrative and compliance issues in the Women Veterans Program. Assist with all administrative aspects of the Women Veterans Program operations, including data management, performance improvement, and quality assurance. Responsibilities Duties include but are not limited to: Performs administrative tasks at an independent level that is supportive and contributes to the overall functioning of the Women Veterans Program and Women Veteran's Program Manager. Coordinate the large variety of administrative tasks expected of the Women Veterans Program Manager, Breast Health, Maternity and Infertility team, support staff, and Women's Health Providers. Engages collaboratively with Women's Program, Women's Health and other Medical Center staff daily. Provides consultation and guidance on matters that improve effectiveness, efficiency and access for Women Veterans to access all health care services. These matters include but are not limited to assisting staff to review and analyze data and prepare reports and presentations. Utilizes organizational skills and reporting mechanisms to develop effective and reproducible systems to manage items such as Task/Action Items and inventory. Serves as the personnel management expert, performing or overseeing the full range of human resources requirements. Makes recommendations relating to various personnel policy issues and advises the Women Veteran Program Manager of personnel management matters and problems for clinical and administrative staff. Develops the need for and maintains an awareness of available resources, and makes recommendations to management regarding needs, distribution, or redistribution of these resources. Provides support in budget formulation for all fund control points assigned to both the Women Veterans Program and Outreach operations. Assists in the annual budget forecast for submission to Fiscal. Maintains budget control records and assures that funds are used in accordance with the operating budget. Makes individual purchases not exceeding current authorization. Reconciles purchase card charges within the established time limits. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. GRADE REQUIREMENTS You may qualify based on you meeting one of the three requirements below GS-09 Specialized Experience: One year of specialized experience (equivalent to the GS-07 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization.
