About the Paid Leave Division:
Paid Leave is a new program launching in 2026. The program will provide partial wage replacement to Minnesota workers who are out of work due to a qualifying condition, such as a severe health condition that prevents them from working, or when they need time to care for a family member or a new child.
We are building a program that will be easy for every Minnesotan to use. We are engaging the people who depend on us-workers, employers, caregivers, and insurers-to learn from them and build the program around their needs. We are using modern service delivery and product practices to deliver the program.

Position Purpose:
The Manager of Program Integrity and Internal Controls provides leadership, direction, strategic planning, and oversight for Paid Leave's compliance, risk, fraud, and audit programs. The Manager is dedicated to protecting program assets, information, and reputation from risk and fraud, and to promoting and supporting a culture which builds compliance consciousness and encourages employees to conduct business with the highest standards of honesty and integrity.
Leading a team of analysts and investigators, the incumbent will be responsible for overseeing the following key responsibilities:
Internal Controls : establish, maintain, and execute an internal controls plan to prevent and detect errors, fraud, and abuse. Ensure that processes are robust and aligned with division objectives.
Program Risk Management and Compliance: ensure compliance with legislation as well as other state policies, regulations, and procedures. Collaborate with stakeholders to address compliance issues and protect sensitive information. Evaluate and identify risks that are critical to the program.
Peer Relationships : build and maintain relationships with peers in other states and agencies to share learnings and stay current on best practices, areas of risk, and possible federal legislation.
Fraud Investigation and Recoveries: oversee efforts to detect, prevent, and investigate fraudulent activities. Work to recover funds lost due to fraud.
Continuous Improvement, Training, and Consultancy: Monitor and continuously improve program performance related to risk, fraud, audit, and compliance. Educate and provide technical, advisory, and consultative services to Paid Leave staff and managers.

This position will be based out of the St. Paul office.

Minimum Qualifications

Four (4) years* of experience in a program integrity or program audit leadership position, with at least (2) two years of experience leading teams.
*Bachelor's degree in Public Policy, Public Administration, Risk Management, Business, Finance, Legal, or another closely related field as determined by the agency may substitute one (1) year of experience; master's degree substitutes for eighteen (18) months of experience.
Applicants that meet the above minimum qualification will be further evaluated on the following:
Experience with internal controls, quality assurance, compliance, or program auditing
Knowledge relating to detecting and preventing organized fraud
Ability to recognize themes in data to identify potential issues and drive improvements
Experience working with internal and external stakeholders/partners
Preferred Qualifications
Certified Fraud Professional (CFE) credential or similar
Experience designing and managing an Internal Controls plan
Experience in translating your findings into Continuous Improvement recommendations to prevent/reduce errors, fraud, and abuse
