The Court of Administrative Hearings (CAH) is seeking to hire a Human Resources Supervisor 4. CAH is the largest of three Executive Branch Courts with over seventy-five full-time equivalents located in St. Paul and Duluth. CAH, with 34 judges, is comparable in size to the Ramsey County District Court with 32 judges. CAH has exclusive, trial-level jurisdiction over 200 unique areas of administrative law and workers' compensation. This means the decisions of CAH are appealable to higher-level appellate courts (Minnesota Court of Appeals, Minnesota Supreme Court, and Minnesota Workers' Compensation Court of Appeals) and not at trial-level district courts.
Core responsibilities:
· Full-service human resources management including staffing, recruitment, classification, and compensation.
· Supervision / staff development.
· Subject matter expert in Affirmative Action, Equal Employment Opportunity, American's Disability Act, Family Medical Leave, and Workers' Compensation.
· Responsible for policy development, strategic staffing plan, and provide strategic planning and consultation to agency executive leadership
Minimum Qualifications
· Four (4) years of full-time equivalent experience in the field of Human Resources/Labor Relations work. A Bachelor's degree in Human Resources, Industrial Psychology, Organizational Management, or other closely related field as determined by the agency may substitute one (1) year of experience.
· Leadership experience, which can include experience as a supervisor, lead worker, team lead, project lead OR completion of a State of Minnesota leadership program such as Emerging Leaders Institute.
· Experience in labor relations, including handling grievances, conducting investigations, recommending corrective actions, and maintaining effective labor-management relations.
· Experience in HR-related activities such as job audits, evaluation, recruitment and selection, compensation, workers compensation, benefits, and equal opportunity employment / affirmative action.
· Experience administering personnel laws, rules, administrative procedures, collective bargaining agreement / plan provisions, and the ability to interpret and apply them appropriately.
· Strong interpersonal and human relation skills sufficient to maintain effective working relationships with executive leadership team, employees at all levels, internal and external stakeholders.
· Must be able to obtain and maintain full delegation of authority for the agency.
Preferred Qualifications
· Advanced knowledge of and experience with the SEMA4 HR system sufficient to assign, direct, guide, and oversee the work of staff in employee / position transaction processing, enter and review / audit information entered in SEMA4 to ensure accuracy and consistency with collective bargaining agreement / plan provisions, state policy, practices, and procedures.
· Previous experience maintaining full State of Minnesota delegated authority to administer classification, selection, and compensation program responsibilities.
· Experience developing and utilizing dashboards, metrics, analytics and reporting tools.
· Developing, improving, and evaluating agency HR policy, procedures, practices, and work plans.
· One (1) year of supervisory experience.
Physical Requirements
Exerting up to 10 pounds of force occasionally and or a small amount of force to occasionally to move and/or transport objects. A sedentary job is defined as one which involves being stationary most of the time.
