The AccountingSection manages the agency general ledger, prepares the Annual Financial Report, administers cash management, and develops agency financial reports. TDA receives and distributes grant funds, and Accounting provides additional oversight to grant program disbursements and reporting.WHAT YOUand#8217;LL DOThe CAPPS Analyst will perform highly complex-to-advanced (senior-level) businsess analysis work, maintaining and monitoring financial systems to ensure regulatory compliance and standards. You will be involved in administering financial processes and systems, with an emphasis on TDAand#8217;s use of the Centralized Accounting and Payroll/Personnel System (CAPPS).You will review, analyze, and evaluate financial system data; prepare related reports and respond to system-related inquiries.You will facilitate the resolution of financial system problems, including process instruction on appropriate financial system use.You will work under limited-to-minimal supervision with considerable latitude for the use of initiative and independent judgment.PRIMARY RESPONSIBILITIESServe as the subject matter expert (SME) for the Centralized Accounting and Payroll/Personnel (CAPPS) Financial system, provide technical assistance to division staff, developing training curricula, and performing training sessions covering their assigned system modules.Coordinate financial functional data needs with the Office of the Comptroller of Public Accounts' (CPA) and TDA Information Technology (IT) staff. Serve as a liaison to developers, system analysts, system administrators providing application assistance to maintain and implement CAPPS Financial system requirements, features, and enhancements. May provide project oversight and ensure seamless agency implementation of system changes ensuring business processes are documented and updated.Serve as first level help support for agency CAPPS users and submit Service Requests (SR) tickets in CAPPS Service Desk to CPA to resolve issues; serve as a Texas Digital Identity Solution (TDIS) Delagated Administrator (DA) submitting help tickets and resetting passwords as necessary; validate results to ensure functionality of changes have met the goal of the request.Collaborate with the Agency Security Coordinator (ASC) in reviewing, analyzing, and submitting CAPPS security change requests to support the onboarding of new users and to maintain role-appropriate access to the system and in ensuring access in compliance with security controls.Create and develop CAPPS ad hoc queries in query manager and reports using Business Objects. Use CAPPS data to assist with interpreting financial information and writing financial reports as requested by the management teamCoordinate the month end and year end CAPPS accounting close.Prepare and perform complex monthly reconciliations between various CAPPS modules such as Accounts Payable, General Ledger/Commitment Control, Purchasing/Procurement, and Asset Management.Monitor daily interface activities to ensure the accuracy and completeness of the data interfaced from Centralized Accounting and Payroll/Personnel System (CAPPS) modules to the Uniform Statewide Accounting System (USAS).Perform daily HX and IN CAPPS reconciliations to ensure appropriate liquidation entries are created after data from HX file and IN records are matched.Review and analyze the CAPPS "Recycle" table daily for documents which failed to be loaded through EDI voucher load; reconcile discrepancies.Attend and participate in CAPPS user group and governance meetings and report updates and changes to the Financial Services Division. Ensure compliance with documented CAPPS procedures, including the maintenance of adequate agency process documentation.Follow all TDA policies and procedures.Perform other duties as assigned.
Qualifications: QUALIFICATIONS/REQUIREMENTS FOR THE POSITION (The application must state how each of the following qualifications are met - resumes do not take the place of the required state of Texas application which must be completed in CAPPS or WIT.)Bachelors degree (one year work experience related to the essential duties may substitute for one year of college).Three (3) years experience with system processing/support or systems analysis work in any one or combination of the following Peoplesoft FSCM Modules; Accounts Payable, General Ledger/Commitment Control, Purchasing/Procurement, and/or Asset Management.Three (3) years experience with State of Texas accounting system Centralized Accounting and Payroll/Personnel (CAPPS), PeopleSoft FSCM version 9.2 or higher, BI Publisher, or related.PREFERRED QUALIFICATIONSBachelorand#8217;s degree in Business, Public Administration, Communications, Computer Science, Computer information Systems, or Management Information Systems.Experience analyzing data and creating queries.Certified Public Accountant (CPA) license in good standing.KNOWLEDGE, SKILLS ABILITIESKnowledge of generally accepted accounting principles and state laws pertaining to public funds, governmental finance and automated accounting systems; software development life cycle and systems development life cycle concepts; business and management principles involved in strategic planning, resource allocation, leadership technique, production methods, and coordination of people and resources; and of project management principles and practices.Skill in providing customer service excellence to both internal and external customers; operating a personal computer with applicable software; math aptitude and critical thinking; business analysis methodologies; analyzing and evaluating complex information technology applications, policies, and issues; and in developing creative and workable solutions to complex problems and issues.Ability to perform and interpret numerical analyses; analyze, evaluate and summarize accounting records for accuracy and conformance to procedures, rules and regulations; analyze and interpret technical information, including regulations, policies, and automation system documentation/specifications; translate user/business needs into a technical style; communicate technical instructions to system users; analyze, evaluate, and integrate business rules into system requirements; exercise sound judgment in making critical decisions; and to communicate effectively.PHYSICAL REQUIREMENTS WORKING CONDITIONSNormal office work environment and may have exposure to dust and environmental allergens consistent with normal business activities and human contact.
