This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. Federal law provides the Centers for Medicare and Medicaid Services (CMS) authority to waive certain Medicaid requirements so that state can pilot and evaluate innovative approaches to serving Medicaid beneficiaries. This position is responsible for managing the legal analysis, development, negotiation, and administration of the five home and community-based waivers, multiple section 1115 demonstration waivers, and section 1915(b) waivers. These authorities waive specific rules enabling Minnesota to provide Medicaid services to specific enrollee groups, provide alternatives to institutional care (nursing homes, hospitals and intermediate care facilities), support state purchasing strategies (managed care waivers), and receive funds for people receiving substance use disorder treatment services. The Medicaid waivers are the basis of the state's authority to claim billions of dollars in federal Medicaid funds each year.
Responsibilities include:
Direct and oversee the strategic planning, legal analysis, development, negotiation, and administration of the Department of Human Services (DHS) federal Medicaid waivers and policy development and implementation of the Health Care Administration (HCA) and DHS-wide initiatives and reform efforts.
Function within a broad, highly complex health policy environment including basic health care, managed health care, long term care, and behavioral health serving children and families, seniors, and people with disabilities.
Setting the overall strategy, use, and enforcement of standards and best practices in relation to demonstration project and managed care waiver activities.
Participate in policy development with leadership in the Health Care, Aging and Disability Services, and Behavioral Health, Housing, and Deaf & Hard of Hearing Administrations, advising on CMS policy and regulation, negotiating changes to the program (coverage, eligibility, quality assurance, etc.) with the federal government, and ensuring all reporting requirements are met.
Minimum Qualifications
Demonstrated leadership experience
Leadership experience can include:
Experience as a supervisor, leadworker, team lead, project lead;
Completion of a State of Minnesota leadership program (e.g. ELI, L4);
A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:

5 years of specialized professional experience working in a human services, public policy, or health law. Experience can include:
Experience leading complex projects where the input and collaboration of multiple sectors of the health care industry is required.
Experience with health care administration, policy development processes, and the political infrastructures at the federal and state levels.
Preferred Qualifications
Experience with policy development involving Medicaid waiver programs or administration of Medicaid waiver requirements.
J.D. or a Masters Degree in Public Administration, Public Policy, Business Administration, or a related field of study.
Variety of experiences working effectively with others from different backgrounds and cultures.
