Summary You will serve as a ADMINISTRATION OFFICER in the COMMAND SUPPORT DEPT N0CS of CRUISE MISSILE SUPPORT ACTIVITY ATLANTIC. This is a RE-ADVERTISMENT of Announcement Number: ST-12797293-MLV. Responsibilities You will serve as a principal advisor to CMSA LANT's Commanding Officer (CO) regarding all financial management, personnel, manpower, administrative, special security, management of facilities, and base facilities requirements. You will plan, direct and supervise functions of CMSA LANT consisting of resource management, administrative and personnel support, student support, financial management, logistics, property management, facilities, and civilian affairs. You will exercise discretion and judgment in determining whether to broaden or narrow the scope of projects or studies. You will coordinate with relevant personnel and other SMEs to ensure command is properly resourced, allocated and funded to maintain and sustain peak command functions, at the high level required to meet organizational goals. You will provide professional and technical advice on mission support, analysis, doctrine and assessments regarding policies, proposals, and decisions on human capital, employee relations, workforce planning, pay and other personnel issues. You will present recommendations to the CO for new organizational structures and management methods. You will plan work to be accomplished by subordinates, set and adjusts short-term priorities and prepare schedules for completion of work. You will research, review, analyze, and interpret civilian personnel directives and policies that affect the command. You will translate resource management directives into guidance for Department Heads, Division Officers, and CMSA LANT personnel. You will ensure overall program security management, security guidance training, and related security administration for all CMSA LANT SAP and/or Integrated Joint Special Technical Operations (IJSTO) programs. Requirements Conditions of Employment Qualifications To qualify for a GS-14, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience demonstrating expertise in planning, programming, and budgeting utilizing military regulations and guidelines, applying the full spectrum of facilities planning, acquisition, and management processes at the command level. Experience developing both long-range (5-year) and short-range strategic plans and budgetary guidance aligned with overarching agency policies and mission objectives. Experience directing complex studies requiring the application of advanced analytical and statistical methods and techniques. Experience independently planning, designing, and carrying out programs, major projects, and studies concerning the analysis and evaluation of programs and organizational effectiveness. Experience exercising discretion and judgment in determining whether to broaden or narrow the scope of projects or studies. Experience displaying a wide range of expertise crossing several administrative and professional occupations to include administration, manpower, special security, and financial management. Guidelines consist of Federal Regulations, OPM, Security Regulations, DON/OCHR, OPNAV, and Navy service directives and policies. Experience developing and/or interpretating guidance on program planning and evaluation to include demonstrating sound judgment and technical acumen to recommend or set policies, principles, procedures, organizational changes, budget, and other decisions affecting the administration and operation of the command. Experience performing a full range of supervisory responsibilities for subordinate staff including planning and assigning work based on priorities, setting and adjusting short-term objectives, preparing schedules, evaluating work performance, and workforce development.
