Job Summary
The DNR is seeking to hire one (1) MCV Circulation Manager at our central office in Saint Paul, MN.
This position exists to provide long-term circulation marketing, fulfillment, and business management services for the Minnesota Conservation Volunteer (MCV), flagship print publication of the Department of Natural Resources. Uniquely supported by reader contributions, Minnesota Conservation Volunteer has a mission to encourage conservation, enjoyment, and sustainable use of the state's environment and natural resources. The individual in this position plans, directs and evaluates circulation, marketing and fund-raising policies and programs for the publication and related outreach projects as well as prepares the annual budget to support those circulation, marketing, and fund-raising policies and programs. The individual in this position supports MCV's mission by ensuring timely distribution of the print publication, development of a robust subscriber/contributor base, and financial solvency of this nonprofit enterprise.
Responsibilities include but are not limited to:
Manage relationship with fulfillment service vendor to ensure administrative and circulation strategies and policies are implemented.
Determine annual circulation marketing plan to build and sustain the publication's circulation based on analysis of previous acquisition and renewal marketing efforts. Oversee acquisition and renewal marketing efforts as determined by annual circulation marketing plan and budget.
Manage magazine's finances. Create and monitor annual expense and revenue budget for MCV. Oversee monthly revenue income, expenditures and open encumbrances and prepare monthly variance report for each fund. Prepare other reports as needed, including weekly revenue reports, annual report, and bi-annual online donor listing. Process MCV invoices for payment.
Manage subscriber/customer relationships with internal and external customers such as USPS and printer.
This position may be eligible to telework up to 50% of the time, which is subject to change. If approved, the employee would be required to complete a telework agreement.
Minimum Qualifications
Three (3) years of experience working with circulation and business management for print periodicals with demonstrated knowledge of the principles of circulation management, including acquisitions, renewals, conducting data analysis, and reporting.
A bachelors degree in marketing, business, accounting, or a related field may substitute for one (1) year of experience.
Experience in budget management and preparation, invoice processing, and financial reporting.
Knowledge of magazine circulation processes and software, sufficient to effectively recommend actions that support the relationship between circulation, customer service, and marketing.
Knowledge of statistics and research methods sufficient to select and use procedures appropriate to develop test plans, solve problems, and interpret results.
Knowledge of direct mail campaigns and digital marketing for print magazines.
Organizational and project management skills sufficient to manage multiple projects simultaneously, work effectively within tight deadlines, and adapt to changing priorities and challenges while maintaining high-quality results.
Skills with office technology systems, such as Microsoft Office, or similar programs, data management systems, and internet applications, to assemble, analyze, and synthesize information from data sources.
Communication and interpersonal skills sufficient to effectively present information, collaborate, and build relationships with stakeholders, development teams, and customers to ensure alignment and successful project outcomes.
Ability to interpret and apply related policies, procedures, rules, laws, and regulations sufficient to ensure compliance across the agency.
Preferred Qualifications:
Five (5) years of experience working with circulation and business management for print periodicals with demonstrated knowledge of the principles of circulation management including acquisitions, renewals, conducting data analysis, and reporting.
A bachelors degree in marketing, business, accounting, or a related field.
Experience managing circulation and business functions for a large, general interest, journalistic print magazine with at least 100,000 subscribers.
Knowledge of Microsoft Access, SQL, and Crystal Reports. (or their equivalent)
Knowledge of fund-raising in a non-profit or government environment.
Experience with managing databases, including data collection, integrity, and resolution of anomalies.
Experience directing fulfillment services.
Experience using basic accounting principles and procedures.
