Under limited direction, the Project Manager is responsible for work involving the coordination of multiple large-scale, complex projects to fulfill the Background Studies Division's (BGS) ongoing and future legislative initiatives, legislative revisions, and new legislative policy and budget proposals. This position plans, designs, develops, implements, evaluates, and manages multiple enterprise projects through the application of business discipline, project management. This position also utilizes specialized methods, principles, and practices for all facets of Department of Human Services (DHS') statewide background study system that traverses public health care and human service programs.
Responsibilities include but are not limited to:
Ensures projects' adherence to state/federal laws, rules, regulatory compliance, and quality standards.
Conducts business feasibility studies
Determines and defines enterprise projects, and/or identifies other enterprise business needs that often leads to long-range changes in service delivery.
Manages ongoing and future projects
Coordinates and leads planning meetings and forms
Leads the work of project teams comprised of interdisciplinary staff, process leaders, supervisors, and managers; and various collaborative partners, external stakeholders, contractors, vendors, providers, and trade associations.
Minimum Qualifications

Three (3) years of managing the design, development, and implementation of projects.
Experience must demonstrate the following:
Analyze information and initiate the development of policy and/or program recommendations.
Perform statistical, quantitative, and qualitative analysis sufficient to evaluate and report on performance.
Assess and analyze project risks or exposures and identify options and/or alternatives to implement corrective actions.
Preferred Qualifications
Create short- and long-range plans for ongoing and future projects, including estimating timelines for start-up and completion of new projects.
Determine and define project scope, success indicators, timelines, dependencies, and/or deliverables.
Knowledge of Continuous Quality Improvement (CQI) methods, principles, and practices.
Understanding of Project Management methods, principles, and practices; and planning, implementation, monitoring, and program evaluation.
Knowledge of state and federal laws, rules, regulations, and compliance requirements.
Skilled in technical and policy writing.
Interpret and communicate complex policies, regulatory and compliance constraints orally and in writing
Proficiency in using computers/technology including, collaborative platforms such as SharePoint, WebEx; and Microsoft applications: Word, Excel, Outlook, PowerPoint, and Access.
Skilled in written and oral communications including the delivery of presentations to the public.
Variety of experiences working effectively with others from different backgrounds and cultures.
