ASRC Federal is seeking an Engineer to support the Defense Healthcare Management Systems (DHMS) Joint Operational Medicine Information Systems (JOMIS) Product Teams by delivering engineering, integration, and operational support for the Theater Blood Mobile (TBLD-M) application. This role ensures TBLD-M applications meet Department of Defense (DOD) and Defense Health Agency (DHA) standards for functionality, cybersecurity, interoperability, operational readiness in both connected and disconnected environments. This position is critical to ensure TBLD-M product integrates appropriately with upstream and downstream systems. The Engineer collaborates with JOMIS PMO, product managers, cybersecurity teams, development partners, and end users to support design, testing, deployment, sustainment, and optimization of operational medicine IT systems.
RESPONSIBILITIES:
Provide engineering support for Theater Blood Mobile (TBLD-M)
Support configuration, integration, and validation activities for operational medicine applications adapted for tactical, field, and theater environments
Participate in engineering efforts for both connected and disconnected deployment modes, ensuring applications like TBLD-M operate reliably in intermittent and low-bandwidth conditions
Conduct interoperability and data flow testing with other JOMIS applications, DHA systems, DHMSM (for MHSG-T integration), and external health data platforms to maintain command, control, logistics, delivery, and patient movement functionality
Support TBLD-M technical migration activities to ensure existing TMDS data appears in TBLD-M as expected
Collaborate with other product engineers and technical team members to design, pressure test, and troubleshoot technical interoperability solutions (integrations across products)
Review interface control documents (ICDs) to ensure system level integrations appropriately documented
Participate in TBLD-M team ceremonies (scrum, backlog grooming, sprint planning, sprint review, etc.) and provide technical input into user story refinement and development
Apply DOD cybersecurity controls (e.g., STIGs, vulnerability scanning/remediation) to maintain cyber survivability and support provisions of persistent cyber operations (PCO) across JOMIS applications
Troubleshoot system issues and support engineering change implementation, patching, and upgrades across managed applications
Maintain configuration baselines, system documentation, technical diagrams, and change logs in engineering tracking systems
Contribute to Integrated Product Teams (IPTs), test planning sessions, and technical working groups, aligning engineering deliverables with JOMIS program milestones, acquisition cycles, and operational test and evaluation (OT&E) schedules
Support after-action reporting, lessons learned, and resilience improvements following operational test events and field deployments.
Provide clear technical communications and status updates to stakeholders, including risks, dependencies, and impacts on capability delivery and mission readiness
JOB REQUIREMENTS:
Bachelor's degree with minimum of 5 years of relevant work experience. Additional work experience will be considered in lieu of degree.
Proficiency in engineering lifecycle support for web-based and mobile operational medicine applications
Understanding of tactical deployment constraints, including low-bandwidth, intermittent connectivity, and disconnected operations (TBLD-M, MHSG-T)
Familiarity with TBLD-M operational domains: Medical Command and Control (MedC2), Medical Situational Awareness (MedSA), Medical Logistics (MedLOG), Healthcare Delivery (HCD)
Previous experience working with or tangentially to TMDS
Experience applying cybersecurity hardening and vulnerability management in DOD environments
Capacity to support OT&E, including cyber survivability assessments and persistent cyber operations integration
Skill in technical documentation practices, configuration baseline maintenance, and engineering support tools
Strong communication and cross-functional collaboration, especially with JOMIS PMO, product leads, other product engineers, testers, and operational users
Knowledge of DOD acquisition pathways (software acquisition, Middle Tier of Acquisition) and program evaluation processes

KEY COMPETENCIES :
Strong understanding of JOMIS applications (MedCOP, OpMed CDP, BATDOK, MHSG-T, OMDS, TBLD-M) and their role in operational medicine workflows
Experience supporting tactical and theater environments, including low-bandwidth, intermittent, and disconnected operations
Familiarity with medical operational domains: Medical Command and Control (MedC2), Medical Situational Awareness (MedSA), Medical Logistics (MedLOG), Healthcare Delivery (HCD), and Patient Movement (PM)
Skilled in applying DOD cybersecurity requirements (STIGs, vulnerability remediation, RMF, persistent cyber operations, cyber survivability assessments) to deployed systems
Proficiency in integration and interoperability testing across DOD/DHA systems, coalition partners, and disconnected platforms
Ability to troubleshoot, configure, and sustain mobile and ruggedized devices in field conditions
Knowledge of DOD acquisition pathways (Software Acquisition, Middle Tier of Acquisition) and operational test/evaluation (OT&E) practices
Strong documentation and configuration management skills (system diagrams, baselines, engineering change logs)
Effective communicator with proven ability to collaborate across PMO, product leads, vendors, and operational users
Familiarity with automation and scripting tools (PowerShell, Python, Ansible) to support configuration and sustainment
Awareness of Zero Trust-aligned principles as applied to operational medicine systems
CERTIFICATIONS :
Required (DOD 8140/8570 Baseline): CompTIA Security+ (or equivalent IAT II certification; must be maintained CE).
Recommended:
CompTIA Network+ (network fundamentals for tactical/field deployments)
ITIL 4 Foundation (service/ops management practices)
AWS or Azure Associate-level certification (if cloud integration is in scope for JOMIS apps)
Preferred: Prior JOMIS or operational medicine IT program experience; vendor-specific mobile/field systems certifications where applicable.
