ASRC Federal is seeking a Blood Management SME to support the Joint Operational Medicine Information Systems (JOMIS) Stakeholder Engagement mission by providing functional and technical expertise to ensure the Theater Blood Mobile (TBLD-M) product meets stakeholder/end user requirements. This role ensures JOMIS capabilities meet Department of Defense (DOD) and Defense Health Agency (DHA) standards for functionality, interoperability, cybersecurity, and operational readiness across connected, intermittent, and disconnected environments.
The SME collaborates with JOMIS product teams and stakeholders across the Military Services and Combatant Commands to capture operational needs, translate them into actionable specifications, validate capabilities in representative field conditions, and drive continuous improvement in our interactions with our blood community.
RESPONSIBILITIES:
Serve as the SME liaison between the JOMIS Program Management Office, operational users, product leads, and external stakeholders to elicit, document, and prioritize requirements
Translate stakeholder use cases into clear specifications, interface needs, data flows, and performance criteria for TBLD-M
Plan and support demonstrations, field user assessments, and capability familiarization sessions; collect feedback and convert it into engineering change proposals and backlog items
Coordinate and participate in integration and interoperability testing across JOMIS applications and with enterprise systems to validate requirements in connected, intermittent, and disconnected environments
Support operational test and evaluation events, after-action reviews, and lessons-learned cycles; track corrective actions and drive continuous improvement
Apply DOD cybersecurity requirements and best practices (e.g., STIGs, vulnerability remediation, cyber survivability considerations) to proposed engineering changes and deployment plans
Collaborate with product teams to plan and sequence releases, patches, and enhancements that reflect stakeholder priorities and program milestones
Participate in TBLD-M team ceremonies (scrum, backlog grooming, sprint planning, sprint review, etc.) and provide end user input into user story refinement and development
Review user feedback and provide clinical/operational perspective on feedback criticality and importance in blood management workflows
Provide clear technical communications and status updates to stakeholders, including risks, dependencies, and impacts on capability delivery and mission readiness
JOB REQUIREMENTS:
Bachelor's degree with minimum of 5 years of relevant work experience. Additional work experience will be considered in lieu of degree.
Blood management experience in an operational medicine setting
Stakeholder engagement and requirements engineering for operational medicine information systems
Systems engineering and integration for JOMIS applications (MedC2, MedSA, MedLOG, Healthcare Delivery, Patient Movement domains)
Interoperability testing and validation across joint operational environments
Cybersecurity compliance awareness for deployed and garrison use cases
Technical communication, briefing, and facilitation with diverse DoD audiences
Mission-focused problem solving in constrained, austere, and disconnected settings

KEY COMPETENCIES :
In-depth knowledge of the TBLD-M application and associated JOMIS application suite (MedCOP, OpMed CDP, BATDOK-J, MHSG-T, OMDS, TBLD-M) and their alignment with operational medicine domains (MedC2, MedSA, MedLOG, Healthcare Delivery, Patient Movement)
Expertise in blood management, specifically in an operational setting
Proficiency in translating stakeholder use cases into functional and engineering requirements, interface definitions, and verification criteria that inform design and backlog prioritization
Experience planning and executing stakeholder engagements (demonstrations, field assessments, user feedback loops) that directly inform release planning
Understanding of joint and coalition interoperability challenges, including low-bandwidth, maritime, and disconnected environments, and familiarity with relevant data standards (HL7, FHIR)
Familiarity with DOD cybersecurity compliance requirements (STIGs, RMF, vulnerability remediation, cyber survivability) and application of Zero Trust-aligned principles to deployed systems
Strong communication skills to brief senior leaders, facilitate cross-service discussions, and deliver clear technical artifacts
Ability to balance diverse stakeholder priorities with program schedules, capability block delivery structures, and mission readiness objectives
CERTIFICATIONS :
Required (DoD 8140/8570 Baseline): CompTIA Security+ (or equivalent IAT II certification; must be maintained CE)
Recommended:
INCOSE ASEP/CSEP (requirements & systems engineering)
ITIL 4 Foundation (service/ops management framework)
SAFe POPM or CSPO (Agile stakeholder/product management in scaled environments)
Preferred: Prior JOMIS or operational medicine IT program experience; familiarity with DoD acquisition pathways (MTA/software acquisition)
