The primary purpose of this position is: To serve as the Lead Information Receptionist Clerk and to perform the clerical and technical duties related to admission, in/out-processing, issuing passes and identification (CAC/ID) cards (in absence of Pass and Identification Clerks), records management, and transportation of International Military Students (IMSs). Responsibilities Lead Duties: Serves as the Lead Admissions Clerk during alternate duty schedules, such as nights and weekends, when the supervisor may not be present at work. Distribute and balance workload amongst all employees. Admits and In-processes foreign military and government students. Verifies all documentation and determines eligibility requirements, including authorized privileges and training authorizations. Manages operational support reports, data and logs, and serves as the primary source of information on policies and regulations pertaining to the code of conduct of international military students. Analyzes results and recommends changes to the student's code of conduct handbook, admission procedures, and operational instructions. Coordinates welcome, transportation, and lodging of newly arrived International Military Students (IMSs); provides ground transportation to the airport and for local off-base medical and testing appointments; out-processes and coordinates ground transportation for departing students. Retrieves and reviews database reports showing incoming student data to determine a reception plan and transportation for students in accordance with DLIELC established guidelines. Supports security and safety. Conducts facility, fire and security checks for the operations building. Identifies and responds to security and safety issues which may affect IMSs and staff populace. Process ID card requests and retrieves ID cards when primary Pass and ID clerk are absent or out of the office. Verifies all documentation and determines eligibility requirements, including authorized privileges and areas of access, prior to issuing Department of Defense (DoD) identification cards (ID) and Common Access Cards (CAC) to all international civilian and military (IMS) students and their authorized dependents, all unit active duty and retired US military personnel and their dependents, and all unit Department of Defense (DoD) civilian employees. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the special experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes: performing the functions of and pertinent procedures and directives, ability to work with international students from over 100 different countries and the cultural attitudes and differences of each student, knowledge of safety and security regulations, practices, and procedures, ability to engrave various @types of material using an automated engraving machine, knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as, letters, reports, spreadsheets, databases, graphs, and knowledge of correct grammar, spelling, punctuation, capitalization, and format to accurately prepare and edit written correspondence and reports. OR EDUCATION: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: You must submit a copy of school transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Combined specialized experience and education totaling to at least 100%. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of pertinent administrative and clerical directives and procedures. Ability to resolve issues when necessary. Knowledge of safety and security regulations, practices and procedures. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, graphs and engraving material. Knowledge of routine business procedures to include administrative functions such as distributing mail, answering the telephone, managing an appointment calendar, maintaining files/office forms, ordering supplies, and receiving visitors. Ability to communicate effectively orally and in writing, using tact and courtesy while adhering to USAF standards. Ability to interact effectively with international students from over 100 different countries and be sensitive to their various cultural backgrounds. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
