This recruitment will be used to fill two (2) openings in the Portland Bureau of Transportation, one in the ADA Curb Ramp Division and the other in the Construction Engineering Services Division.
About the positions
ADA Curb Ramp Division
The Engineer-Civil position will reside in the ADA Curb Ramp Division within the Portland Bureau of Transportation (PBOT). Under the general direction of a Supervising Engineer (a registered Professional Engineer), this position will perform a variety of civil design work and engineering calculations related to ADA curb ramps such as: Developing Plans, Specifications, and Estimates (PS&E) packages, project planning, design review, field layout, construction management, and drafting. The ideal candidate will have prior experience in ADA curb ramp design, civil and/or traffic engineering design, public works project delivery, construction, and be a strong communicator.
About the division/bureau:
The ADA Curb Ramp Division within PBOT is responsible for designing, constructing, and inspecting ADA compliant curb ramps, pavement management, and overseeing other accessibility-related elements within the public right of way with an emphasis on safety and accessibility.

Manage construction contract for PBOT CIP, Quick build and small cap unit price construction contracts.
Review payments, write contract change orders, establish construction schedules
Monitor E-Builder, Review submittals, inspector daily reports and request for information
Resolve contractor claims
Review project designs (Plan, specification and engineering estimate)
Manage consultants' construction managers
Communicate with various stake holders
Coordinate and collaborate with other bureaus and jurisdictions
Coordinate with various utility for projects conflict
Continue self-education
Collaborate with other engineers and technician
Share learned best practice
Apply continuous improvement principles in standard daily work and long-range planning
An Ideal Candidate will have at least 5 years of professional engineering experience specializing in traffic design and operations and 2 years of experience directing/planning the work of staff.

Construction Engineering Services Division
Engineer I (Construction Management Engineers) are an essential part of the Construction Services Division. These positions provide equitable leadership while planning, organizing, and managing the division's dynamic workload and supporting the Bureau's strategic goals.
The position in in the Construction Engineering division at PBOT will oversee the construction and contract management of major CIP projects. This requires the interpretation of plans, specifications, and the evaluation of contractor progress to gage compliance with scope, schedule, and budget. Responsibilities will include issuing change directives, negotiating change orders when necessary, communicating work details, schedules and budgets to various stakeholders including the public, approving contractor payments, and ensuring all facets of the contract specifications are met. Staff in this position will coordinate with various disciplines within the organization for clarification and direction on potential changes to the contract. This position will have regular contact with contractors and subcontractors and frequent contact with members of the public with interest in a project. This position will work closely with co-workers involved in the projects, as the project team will typically span multiple disciplines within the organization.
About the division:
Construction Engineering Services Division has ~15 employees and provides essential construction services for the City's 4,800 miles of roadways.
The division provides contract administration services for PBOT Capital Improvement and Quick Build Projects including Construction Management, Technical Support, Project Inspection and Quality Assurance functions. The Division also manages the Small-Cap-Unit-Priced-Construction contracts (SCUPC) and Job-Order-Contracting (JOC) style of contracts for PBOT. The Pavement Management section evaluates and reports on all city-owned and maintained roadways within the city boundary, manages the 5-year paving list with Maintenance Operations, oversees the annual budget and contracting for pavement rehabilitation and reports on annual performance measures for all pavement assets. .
