Summary You will serve as a Contract Specialist in the Business Directorate of SUPERVISOR OF SHIPBUILDING BATH. The President has ordered a government-wide hiring freeze subject to certain limited exceptions. This position is subject to the hiring freeze. Responsibilities You will be responsible for the solicitation, analysis, evaluation and negotiation of the contractor's proposals on modifications to contracts for the construction of ships for the United States Navy and Foreign Military Sales transactions. You will negotiate changes to contract terms and conditions, specifications, advance payments, profit and cost sharing arrangements to establish reasonable prices within acceptable time frames. You will serve as principal contact for all problems associated with the assigned changes and represents SUPSHIP Bath in conferences with contractors, NAVSEA and other Government activities. You will initiate correspondence and reports, analyze status of contract/contractor performance, resolve contractual problems, and provide contractual solutions to problems arising in material, quality and technical disciplines. You will interpret and enforce contract terms and conditions and provides appropriate contractual advice as necessary. You will serve as key field representative in major shipbuilding source selection procedures. You will analyze proposals for conformance with the solicitation and perform cost or price analysis, including review of cost data to determine reasonableness. You will obtain required pre-award surveys to determine contractor responsibility and obtains audits and pricing reports to develop negotiation positions. You will administer contracts from award through closeout, including all milestones in between. You will be responsible for a myriad of evaluations, reviews, analyses and recommendations relative to assigned pre-award support functions, contract administration functions, and change negotiation requirements. Requirements Conditions of Employment Qualifications For the GS-09 Grade Level: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the Federal service or equivalent experience in the private or public sector as a professional contract specialist analyzing contract cost/price proposals to determine contracting terms or requirements for the construction, maintenance, or sustainment of surface ships or submarines. For the GS-07 Grade Level: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-05) or pay band in the Federal service or equivalent experience in the private or public sector as a professional contract specialist performing cost/price analysis to assist in contract negotiations for the construction, maintenance, or sustainment of surface ships or submarines.
