GENERAL DESCRIPTION:
Join the State of Georgia and our nationally recognized State Purchasing Division team as we continue our work as an enterprise agency, delivering critical procurement functions to support the operation of the state.
We are seeking an innovative thinker and enthusiastic problem solver who enjoys challenges and a fast-paced environment to join us as a Senior Training Manager within the State Purchasing Division (SPD), Policy, Training and Supplier Outreach Team. The training team provides training and certification programs to State procurement professionals. This training enhances skills and knowledge for the use and understanding of procurement tools, techniques, regulations, and processes in support of the purchasing activities in the State of Georgia.
Job Responsibilities & Performance Standards:
As SPD senior training manager, you will direct and coordinate the state's comprehensive procurement training and certification programs. Duties include leading the program's strategy, objectives, systems, and resources to achieve program goals. The manager is responsible for monitoring and elevating program performance, to include achievement of department-level strategic goals, alignment with best practices within the industry and advancement of the procurement profession.
The senior training manager position reports to the Deputy Division Director and is responsible for managing training staff, which currently consists of four full-time instructors, a course designer and training coordinator. The manager must stay abreast of state procurement policies, processes, and systems; provide guidance to staff in assigned training areas and projects; and assist in change management activities related to procurement technology implementation projects. The manager will support development and updates to training curriculum, reference guides, policies and procedures and other training resources.
The manager will oversee and support training program operations, including but not limited to the learning management system (LMS), instructor-led training schedule development, customer relationship management, training communications, and periodic review and refresh to website content. The manager will provide support for content development, coordination of speakers and other activities related to SPD-hosted events such as the annual Georgia
Procurement Conference, specialized training programs and reoccurring webinars. The manager will conduct training and various presentations supporting SPD's training certification program.
The manager will support various special projects such as periodic updates to system tools supporting the public bidding process or training operations, such as the Georgia Procurement Registry and Team Georgia Marketplace. The manager will support the NextGen project and the State's transition to a new enterprise resourcing planning system, to include overseeing the development and roll-out of end user training for state employees. In addition to managing the training team, the senior training manager will coordinate with departmental staff, state procurement professionals and others to accomplish goals. The manager will perform various administrative duties such as reporting, and all other duties as assigned.

MINIMUM ENTRY QUALIFICATIONS:
High school diploma/GED and four (4) years of program management or supervisory experience to include demonstrated advance level knowledge of project management and policy development/interpretation.
Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.
PREFERRED QUALIFICATIONS: Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess one or more of the following items below. PLEASE CLEARLY INDICATE YOUR KNOWLEDGE OF THESE QUALIFICATIONS ON YOUR RESUME.
· Prior state government procurement experience, certification as a Georgia Certified Purchasing Associate (GCPA), Georgia Certified Purchasing Manager (GCPM) or other national procurement certification.
· Prior management experience of a training program.
· Experience with procurement processes and system activities, such as eProcurement, Purchasing, Strategic Sourcing, Supplier Contracts Management, Virtual Catalogs, etc.
· Experience with PeopleSoft, Workday, JAGGAER or any other ERP system.
· Experience using Microsoft office suite to include Word, Excel, and PowerPoint.
· Experience administering learning management system (Intellum, Workday or similar product).
· Experience utilizing training development software such as Articulate Storyline, Vyond or Canva.

Master's degree in business administration (MBA), Public Administration (MPA), Training and Development (or a related field) from an accredited college or university.
