Duties Description The Office of Property Supports and Emergency Services is a centralized support office whose mission is to provide a standardized team approach to the management of Physical Plant Maintenance, Capital Services, Facilities Planning, Safety & Security, Fire Safety, Emergency Management, and Records Management. The incumbent will manage and direct the development, implementation, and oversight of capital construction activities related to HVAC, plumbing, electrical, environmental, and other engineering work for the agency in the assigned district(s). Duties include, but are not limited to the following:· Manage fire safety upgrades to residential buildings for compliance with NFPA 101 Health Care and Board and Care occupancies, which include fire alarm and fire protection system installations, as well as code related heating and ventilating requirements.· Review and approve project design documents prepared by other design professions for compliance with applicable building codes and for good design practice and meeting specific OPWDD requirements.· Provide administrative management oversight of capital construction projects. · Serve as a NYS Certified Code Enforcement Official for the Agency. Training provided.· Conduct field visits and inspections, as required to investigate code compliance, complaints or emergency conditions and provide on-site technical advice.· Provide occasional work in the New York State Emergency Operations Center in Albany during a natural disaster will be expected, which may include modified working hours as needed.This position requires occasional travel throughout the State of New York to provide technical support to other Office of Property Supports and Emergency Services bureaus and as needed for capital construction project oversight. Travel may fluctuate seasonally, and the majority of travel will be during, but not necessarily limited to the typical construction season. Appointees to these positions are required to have a driver's license valid in New York State to operate a motor vehicle or otherwise demonstrate their capacity to meet the transportation needs of the job. Minimum Qualifications Open Competitive:Engineer Trainee:Either 1. a bachelor's degree or higher in engineering or engineering technology as listed below;Or 2. proof of passing the NCEES Fundamentals of Engineering Examination (FE) AND one year of full-time engineering experience as listed below.Note: If you are only eligible to apply under Option 1, you may apply if you expect to meet the educational requirements within six months of the filing date of your examination application. You may be considered for employment, but cannot be appointed, until you submit proof to the hiring agency that you completed the educational requirements. Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.Engineering Traineeship Program: Individuals appointed as an Engineer Trainee are required to complete a minimum of one year of successful performance as an Engineer Trainee and pass the Fundamentals of Engineering (FE) exam. If you pass the FE by the end of the first year, you may be advanced to the Grade 20 Assistant Engineer (Environmental) title. If you do not pass the FE by the end of the second year of the traineeship, you will be terminated from your position.Salary range listed below encompasses the hiring rate of an Engineer Trainee through the job rate of an Assistant Engineer Mechanical.- Engineer Trainee: $66,951- Assistant Engineer Mechanical: $81,193 - $101,121 ** Include Geographic Pay Differential ($7,000)Please note, the increased hiring rate and geographic pay differential are not extended to the Engineer Trainee title. If appointed as an Engineer Trainee, you will receive the geographic pay differential upon advancement to the Assistant Engineer (Mechanical).- If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.- The assignment of PS&T employees will be made in accordance with any agreed upon Memorandum of Understanding between PEF and the local DDSO regarding the posting of job vacancies.- Preference will be given to OPWDD employees impacted by closures.
