Description of Job
Under the auspices of the Division of Housing (https://doh.colorado.gov/) , the Office of Homeless Initiatives (OHI) works with local, state, and federal stakeholders to build, promote, and support collaborative approaches to make homelessness rare, brief, and one-time in Colorado. OHI's vision is to advance solutions that combine affordable housing with accessible services so no one languishes in homelessness. OHI's mission is to work with community partners to create a robust continuum of efficient and effective solutions that reduce and prevent instances of homelessness and ensure that every Coloradan has a safe place to call home.
This recruitment is for two positions within the Balance of State (BoS) collaborative applicant team: BoS CoC Specialist and BoS Coordinated Entry Specialist.
Colorado Balance of State (BoS) Continuum of Care (CoC) is the federally recognized CoC for the Colorado BoS region, which is made up of 10 subregions, including 54 counties. The purpose of forming the BoS CoC was to combine efforts of multiple BoS communities and improve the ability of Colorado's non-metro and rural counties to compete for funding. The mission of the BoS CoC is to coordinate the planning and implementation of a housing and services system that meets the needs of individuals and families experiencing homelessness within the BoS region, with the ultimate goal of preventing and ending homelessness. Additionally, the BoS CoC is responsible for fulfilling the federal requirements outlined in the CoC Program Interim Rule at 24 CFR Part 578.
Primary Duties and Responsibilities for the positions include, but are not limited to:
BoS CoC Specialist
The BoS CoC Specialist will develop and implement strategies to strengthen the homelessness response system in the Colorado Balance of State (BoS) Continuum of Care (CoC), and is primarily focused on the Division of Housing's Collaborative applicant duties. This includes providing data-focused technical assistance and training, interpreting and disseminating federal guidance and best practices, and using independent judgment to identify and address non-compliance issues. The role involves preparing and presenting training materials to various BoS CoC partners and engaging directly with committees and systems to troubleshoot solutions and provide coordination.
Implement and facilitate the goals and strategies of the Colorado Balance of State (BoS) Continuum of Care (CoC) in collaboration with internal and external stakeholders.
Engage with committees, agencies, and systems to identify gaps and troubleshoot solutions.
Research policy and regulatory changes to provide updates, education, and guidance.
Direct and guide the annual Point-in-Time (PIT) count and disseminating information.
Assist with annual U.S. Department of Housing and Urban Development (HUD) CoC Competition activities,
which includes reviewing requirements, tracking deadlines, soliciting applications, providing technical
assistance, facilitating project rating and ranking, preparing the Consolidated Application, and supporting the
application for CoC planning funds.
Develop and implement strategies to strengthen the homelessness response system.
Provide data-focused technical assistance and training, along with federal guidance.
Research and disseminate information on programmatic best practices and regulatory compliance.
Prepare and present training materials to BoS CoC partners on program requirements, best practices,
and other relevant topics.
BoS Coordinated Entry (CE) Specialist
The BoS Coordinated Entry (CE) Specialist will provide data-focused technical assistance and training, interpret and disseminate federal guidance, and use independent judgment to identify and resolve non-compliance issues within the CE system. This role will ensure that the BoS CoC's CE process is low-barrier, standardized, and effectively connects individuals and families experiencing homelessness to housing and services.
Coordinate and implement Coordinated Entry strategies across all ten BoS CoC regions to improve efficiency and equitable access to housing and services.
Serve as the primary subject matter expert and point of contact for all Coordinated Entry-related inquiries,
policies, and procedures.
Collaborate with subregional CE leads and committees to identify and address system gaps, troubleshoot
challenges, and develop effective, tailored solutions.
Ensure the CE system is trauma-informed and housing-focused.
Develop, prepare, and present comprehensive training materials on best practices in client assessment, referral processes, data management, cultural competency, and trauma-informed care.
Provide data-focused technical assistance to CE lead agencies and partners by analyzing HMIS data to
identify system bottlenecks and opportunities for improvement.
Develop improved assessment tools and other foundational resources tailored to regional needs, reducing
the burden on local communities.
Investigate non-compliance issues and using independent judgment to develop effective corrective action
plans and training methods.
Apply a deep knowledge of CE regulations, remaining up-to-date on HUD requirements, and communicate these to community stakeholders.
Establish and track Coordinated Entry performance metrics, such as referral metrics and time to housing placement, for each region.
Develop feedback mechanisms for participants and service providers to ensure continuous improvement of the CE system.
Assist with the annual HUD CoC Competition, with a specific focus on reviewing and supporting the Coordinated Entry components of project applications.

MINIMUM QUALIFICATIONS
Experience Only: Six (6) years of experience working with programs providing services to the homeless population, including housing resources, subsidy programs, and the Continuum of Care for homeless persons, and/or experience in rural community development or coalition work.
OR
Education and Experience: A combination of related education in public policy, political science, housing and human rights, social work, sociology, public administration, nonprofit administration or a closely related field (as determined by the agency) AND experience as described above equal to six (6) years.
