Description of Job
The Work Unit:
This work unit exists to: administer the Air Pollution Control Division's (Division's) data systems that receive, process, store air emissions data, upload that data to EPA and other entities, and track workload; provide the public with guidance regarding air quality regulations for stationary sources; calculate, issue, and collect annual fees from the impacted stationary sources for their air pollution emissions based upon the data contained in the Division's emissions inventory system; process reported Air Pollutant Emission Notices (APENs); assist in the design, development, and testing of Stationary Source Program data management systems; train personnel/public on odor nuisance determinations (odor school); implement and/or maintain the wood burning program; implement and/or maintain the street sanding program; provide support for state implementation plan modeling run by the Technical Services Program; provide reports to other sections within the stationary sources program; process reports for the public and other agencies.
What you will be doing
Assists and serves various data extraction and analysis needs of the division and its customers. Unique data reporting needs are often requested of this position, which uses knowledge and experience in the processes of the Division to combine data elements in a way that are not found in the data system. These data queries provide guidance and information that lead to recommendations for decisions made by the Division's upper management. The influence that this position has in the decision making process is a consequence of many facets of the Division's work that this position is required to know and evaluate.
Supports functions involved with maintenance and trouble shooting the Division's interaction with EPA's enforcement and compliance tracking system, the EPA reporting components of the Division's compliance tracking and inventory system (CACTIS), the EPA's reporting system for air toxic emissions (CAERS) and the Stationary Sources Program's annual regulated criteria pollutant and hazardous air pollutants (HAPs) fee billing system.
Serves as a subject matter expert on the pollutant emissions inventory system. This position provides guidance, direction, and instruction for successful application of these systems to staff and upper management throughout the program through the application of scientific principles of the environmental sciences. The position completes projects of both short and long term to solve problems encountered when solutions are not available through already established mechanisms within the unit.
Collaborates with a diverse set of stakeholders including the general public, regulated entities, and other work units within the APCD and also may work closely with other work units throughout the Division on process improvement and the development of new work procedures, as warranted by fluctuations in business needs and changes in regulations.
Job Duties:
Database Systems Design
The position, in conjunction with other units and staff within the program, oversees the design and implementation of new database systems and new functionality of existing systems using the application of environmental science principals to improve the utilization of program resources. This duty involves transmitting information from the end user to the contractor, Office of Information Technology or APCD Technology staff so that all parties understand what is needed from the data systems. This job duty involves slight modification and review of code, which in turn requires sufficient knowledge of the computer languages used in order to be able to accurately and efficiently explain our needs and identify weaknesses in the code structure.
Coordinate Data System Maintenance and Development
Coordinates the maintenance and development of Colorado's Stationary Source Program's air emissions data management systems with a third party developer, such that it is consistent with OIT policies and procedures. This broad requirement includes current systems and tools such as the CACTIS, PTS, CBS and OPIE systems as well as the Information Query used to support data analysis and management needs. On a broad scale, this position ensures that Stationary Source Program data system requirements are met, the data system adequately interfaces with EPA's data systems to upload required information, plans for the necessary maintenance and upgrades, and ensures that all programming bugs are tracked and fixed in a timely manner.
Oversees the invoicing, and complaint response to the annual fees collected from these emissions, including working with accounting to ensure proper communication between the SSP data system and the accounting data system (CORE). This position works with the fiscal group to ensure that accounts reconcile between the SSP system and the accounting system, and address errors or inconsistencies between the systems. Maintain and update, as needed, a working knowledge of APCD invoicing practices and procedures in order to provide informed responses to inquiries from internal and external stakeholders. This position also serves as part of a team to provide coverage as necessary for a variety of billing-related technical and support functions.
Annual Invoicing, Customer Service & Process Improvement
The position, in conjunction with other units and staff within the program, supports the design & implementation of new database system functionalities and workflow processes to improve the effectiveness of program resources. This duty involves transmitting information from the end-user to the supervisor so that both parties understand what is needed from the data systems and workflow processes. This job duty may involve testing of software as it is presented by the contractor and relaying any anomalies or problems that are encountered with the development (test) system to the supervisor and contractor so that issues are addressed before the software is placed into production. This job duty also frequently requires formulating innovative solutions to unique problems by utilizing existing resources in creative or alternative ways to reach a resolution that aligns with the Division's overall mission. This position evaluates the relevance and importance of theories, concepts and principles of air pollution, in conjunction with APCD procedural needs, in order to tailor an approach that satisfies work demands as well as scientific foundations.
Data Reporting, Inventory QA/QC & Calculations and Corrections
Monitors emission inventory for anomalies and inspects facility information to either make corrections or confirm the existing data status. Works with immediate supervisor to do "back-door" corrections to data when the user's front end is not a practical, efficient option. Creates reports to provide data to internal and external customers. These reports can vary in size and complexity, depending on the needs of each request. This position works with each customer to determine the best way that the request can be fulfilled to meet the needs of the inquiry.
Other Duties as Assigned
Attends meetings, serves on task forces or teams, completes projects, and performs other duties as assigned by the supervisor.

An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.
Experience Only:
Six (6) years of relevant experience in public administration, business administration, management, IT, environmental science, engineering, chemistry, environmental policy or a closely related field
OR
Education and Experience:
A combination of related education and/or relevant experience in public administration, business administration, management, IT, environmental science, engineering, chemistry, environmental policy or a closely related field equal to six (6) years
PREFERRED QUALIFICATIONS
In addition to the minimum requirements, the successful candidate in this position will have the following experience:
Previous State Service related to the work assigned to the position
Previous SQL experience
Experience desigining, developing, and maintaining applications
Experience writing SQl queries, stored procedures and optimizing database performance
Experience monitoring and troubleshooting application/database issues
Excellent problem solving and customer service skills.
Previous experience and/or knowledge of APCD and/or EPA air requirements
Good written and verbal communication skills
