The Data Governance Manager plays a critical role in addressing the department's need for comprehensive data governance, particularly in light of new challenges posed by advancements in Generative Artificial Intelligence (GenAI) and large-scale data sharing initiatives across the agency and state. The manager plays a crucial role in ensuring that data is treated as a strategic asset. This position demands a visionary leader and expert in data governance, overseeing and implementing governance for the CDLE Data Lake, mapping and connecting data sets, and acts as the senior authority on data governance and ethical data sharing of CDLE data across multiple state agencies.This role will act as a senior authority in state-wide working groups on behalf of CDLE as well as influencing both CDLE and statewide policy.
The key purposes of this position are to:
Manage the CDLE Data Lake and oversee the strategic alignment of platforms and databases to support integrated reporting and business intelligence.
Serve as an expert on data governance, ethical data use, and regulations and compliance related to data sharing, influencing decisions within the Colorado Department of Labor and Employment (CDLE) and across the state. This includes building and maintaining relationships with stakeholders and partners across the state to promote responsible data sharing.
Help with the development and implementation of a robust data architecture, enabling more efficient and secure data sharing and empowering advanced data analytics.
Ensuring the standardization and consistent application of data models throughout the organization, including designing and maintaining the logical and physical structures of databases and data warehouses, thereby guaranteeing that data is well-organized, easily accessible, and scalable.
Building and administering a centralized repository or data catalog that documents all the organization's data assets. This includes a business glossary with clear definitions for business terms and technical metadata (e.g., data lineage, data sources, and data formats) to help users understand and find data.
Lead the CDLE Data Governance Committee to improve the department's maturity in data governance, data quality management, data sharing, data inventory, and data lifecycle management.
Fostering a data-informed culture through responsible data governance and data literacy. Provide effective mechanisms for ongoing CDLE data literacy by serving as a resource on how to work with data sets and building a data-informed culture.
Lead the development and implementation of a robust framework for data quality through defining and monitoring data quality metrics, establishing processes for data validation and cleansing, and collaborating with data stewards to ensure data is accurate, complete, and trustworthy. The position will be responsible for fostering a culture of data ownership and accountability to improve data quality across the organization.
Establish and enforce comprehensive data security and privacy policies to protect sensitive data from unauthorized access, use, or disclosure to include knowing and understanding the legal framework impacting CDLE data.
This role is housed at CDLE within the Office of Innovation and Operational Excellence and reports to the Director of Strategic Business Technology with an indirect reporting line to the Director of Technology and Innovation.

MINIMUM QUALIFICATIONS:
Experience Only:
Nine (9) years of relevant experience in an occupation related to the work assigned to this position to include:
Proficiency in hands-on data management, including cleaning, linking, storing, and securely transmitting data.
Experience in data regulatory frameworks such as state and federal laws governing data utilization.
Understanding of and experience implementing data quality strategies and standards.
Experience with Tableau and/or other visualization tools

Preferred Qualifications:

Experience in collaborative research projects and the aptitude to establish connections between stored data variables and pertinent research questions.
Expertise in ensuring compliance with data regulations, statutes, and rules, as well as the capacity to identify permissible exceptions that facilitate appropriate data sharing.
Comprehensive knowledge of statistical software (e.g., R, Stata).
Prior experience serving as a State of Colorado employee or government employee.
