Summary You will serve as a ENVIRONMENTAL PROTECTION SPECIALIST in the NAVY CLOSURE TASK FORCE - RED HILL of NCTF RED HILL. A Cost-of-Living-Allowance (COLA) of 8.64% will be added to the stated salary. COLA is subject to change at any time. Responsibilities You will analyze existing conditions and formulate action plans for solutions to environmental and natural resource issues. You will oversee the management of hazardous waste (e.g., consolidation, packaging, manifesting and shipment, disposal) to ensure compliance. You will analyze collected environmental data to assess prevention and abatement efforts. You will advise management on environmental compliance of facilities and operations. You will plan pollution prevention for a department. You will develop project plans for assigned programs by outlining environmental policy and identifying long and short-term goals and objectives. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing planning and responses for Oil and Hazardous Substance contingency plans and programs; 2) Recognizing reference standards such as Integrated Contingency Plan, Facility Response Plan, Spill Prevention, Control and Countermeasure regulatory requirements for federal, state and local environmental laws and statues; 3) Providing guidance on Environmental Protection plans and programs to meet the needs of both internal and external customers; 4) Delivering continuous improvement for products and services; 5) Providing Information Management by gathering information; organizing and maintaining information in information management systems; determining its importance and accuracy, and communicating it by a variety of methods. However, there may be occasions that require long periods of standing, walking, recurring bending, crouching, stooping, reaching, and similar activities during regular and recurring site visits. During regular and recurring visits to installations and onboard ships there is considerable walking, bending and stooping to observe work and operations at facilities or sites. It requires intermittent or prolonged periods of working at a rapid pace and/or working for longer than normal working hours. Employee will be subjected to the discomfort of wearing required safety/protective equipment/apparel due to potential exposure to chemical, biological and physical hazards, such as asbestos, lead, hazardous materials and waste, etc. WORK ENVIRONMENT: Majority of work is in an office setting. However, there is a significant amount of work that is performed in a field setting, including riding on various @types of watercraft. During visits to installations, there may be exposure to unfavorable conditions or hazardous substances. In addition, the incumbent may be exposed to toxic chemicals while participating in or monitoring emergency response operations. Work requires special safety precautions and protective clothing and equipment.
