Summary You will serve as the Executive Director, Total Force Management in the Total Force Management Directorate (N1) of Commander, U.S. Pacific Fleet (COMPACFLT). You will serve as the principal advisor to the COMPACFLT (4-Star Admiral) and the Deputy and Chief of Staff (3-Star Admiral) on all matters relating to military (active duty and reserve), civilian, and contractor personnel employed throughout COMPACFLT's area of responsibility. Responsibilities You will establish a coordinated, integrated, and strategic approach to determine the appropriate roles and mix of military (active duty and reserves), civilian, and contract employees within the @context of COMPACFLT's mission objectives. You will manage a personnel budget of $12 billion that includes manpower planning, programming, and budgeting for COMPACFLT's total force requirements. You will manage and integrate a team of approximately 19 military personnel (active and reserve) and 23 civilians engaged in the various functions that make up the Directorate. You will determine the direction of program operations and policies in areas such as recruitment, mobilization, training, accession, force strength, etc. You will represent COMPACFLT on foreign national compensation and employment policies. Expert knowledge of policies and procedures covering all facets of total force requirements (i.e., military, civilian and contractor personnel) in support of full spectrum operations across an area of operations that includes both domestic and/or foreign territory. TQ 3. Knowledge of a business management environment and the ability to effectively advocate for, and integrate requirements aligned to resource constraints and mission requirements. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
