Marijuana Enforcement Division
The Marijuana Enforcement Division (MED) is a dynamic and innovative regulatory agency tasked with licensing and regulating the commercial Medical and Retail Marijuana industries in Colorado. First formed in 2010 as the Medical Marijuana Enforcement Division, the MED has developed a leading-edge approach to commercial marijuana regulation and is considered a global regulatory and industry leader. The Division implements legislation, develops regulations, conducts regulatory and criminal investigations, issues business licenses, engages in outreach and education initiatives, and enforces compliance mandates using a range of intervention strategies necessary to maintain a progressive and robust regulatory framework. JOB RESPONSIBILITIES:
The position leads and manages a work unit in planning and conducting investigations of alleged violations of Colorado Marijuana Statutes and Regulations. This position is a main point of contact for outreach and communication with licensees and stakeholders such as local licensing authorities, other state agencies, and law enforcement in their area of responsibility.
SUPERVISION OF FIELD INVESTIGATIONS STAFF
Serves as unit manager of a field inspection team evaluating compliance and conducting investigations into potential non-compliance and/or criminal activities.
Reviews and approves training requests, reviews, writes, and assists in writing the section's policies and procedures.
Prioritizes investigations and assigns tasks based on Division and section priorities and directions.
Communicates goals, plans, objectives, and deadlines to employees.
Ensures timely completion of work by monitoring all activities of the work unit.
The position assigns and monitors caseload, reviews work product for completeness and accuracy, schedules staff to ensure adequate coverage throughout the day, and throughout the area.
Responsible for performance planning, reviews, and final evaluations. Recommends corrective and disciplinary actions when appropriate.
REGULATORY ENFORCEMENT
Conducts offsite monitoring and onsite inspections of marijuana businesses to consistently interpret and assess compliance with applicable Colorado Marijuana Laws and Regulations.
Monitors those that have had previous non-compliance history to ensure the licensees are coming back into and maintaining compliance.
Supports and conducts prioritized investigations into youth access and product safety related cases, leveraging Division tools such as the inventory tracking system and licensing database to inform investigative scope and approach.
Develops intervention strategies designed to achieve immediate onsite correction and long term compliance including recommendations to effect corrective action and to monitor progress.
This position delivers clear, concise, accurate and factual summaries of results of inspections both orally and in writing. Utilizes professional judgment to assess compliance and arrive at sound conclusions.
Contributes to the development and implementation of a risk-based process to help the team identify the licensees at highest risk for non-compliance and public safety issues.
Leverages available technology and resources to effectively analyze data and identify licensees at greatest risk for non-compliance.
Develops investigative plans and operational plans that incorporate available data to monitor and conduct inspections of licensees to identify potential non-compliance or other public safety issues.
CRIMINAL ENFORCEMENT
Proactively visits marijuana establishments as an armed peace officer to preserve peace, prevent and discourage illegal purchases such as underage transactions, on site consumption, and other Colorado Marijuana State and Regulatory violations of laws.
Applies standard fact-finding analysis; uses problem-solving, specialized investigative techniques, and available technological tools to conduct an investigation, document findings in written reports, identify alleged violations, and make recommendations for enforcement actions.
The position responds to complaints, issues criminal summonses, conducts interviews of victims, witnesses, and suspects.
The position assists other law enforcement agencies upon request.
Prepares written investigative reports and affidavits for search, arrest, and administrative warrants. At times, this position may have to testify in court in criminal matters. The position will assist local, state, and federal law enforcement agencies with information on marijuana practices, methods, and licensees.
ADDITIONAL RESPONSIBILITIES
Provides, attends, and represents the Division at training and delivers presentations to the marijuana industry and outside law enforcement agencies, their staff, and the public as appropriate.
Responds to verbal and written inquiries concerning marijuana laws, regulations, and licensing or directs to the appropriate resource.
This position remains current on marijuana statutes, regulations, and industry trends as well as pertinent criminal and civil statutory and case law.
The position maintains proficiency and qualification with firearms and other defensive equipment assigned and as required by Colorado POST. The position requires attendance at all DOR compliance training modules and supervisory training.

Necessary Special Requirements:
Applicants must be currently certified as a Peace Officer in the State of Colorado. A copy of your POST certificate MUST be submitted at the time of your application.
Applicants must successfully pass a background investigation and a tax check prior to appointment to positions in the Marijuana Enforcement Division.
Must possess and maintain a valid Colorado driver's license (at the time of application).
Must be able to pass a pre-employment background check.
Must pass a pre-employment Physical, Psychological evaluation and drug screen.
Applicants must be willing to work nights, rotating shifts, weekends, holidays, and maintain on-call status while off-duty for emergency and supervisory response.

Conditions of Employment with the CDOR :
