About the Colorado Office of Public Guardianship (OPG):
The Colorado Office of Public Guardianship (OPG) provides guardianship services to eligible indigent and incapacitated adult individuals who have no responsible family members or friends who are available and appropriate to serve as guardian; lack adequate resources to compensate a private guardian and pay the costs associated with an appointment proceeding; and are not subject to a petition for appointment of guardian filed by a county adult protective services unit or otherwise authorized by C.R.S. § 26-3.1-104. The OPG is mandated to be statewide by December 31, 2030.

About the Role:
The Colorado Office of Public Guardianship (OPG) is accepting applications for one (1) part-time Data Scientist. This temporary position is responsible for developing and implementing a program to review and evaluate organizational success. Duties include obtaining and tracking internal and external data, designing and conducting studies for quality control, performing cost-benefit analyses of programs and vendors, and preparing reports to communicate findings.
Key Responsibility Summary:
This part-time, temporary role provides targeted support to the Colorado Office of Public Guardianship (OPG) by managing specific, high-priority projects within defined timeframes. Responsibilities focus on essential grant-related and data oversight activities, including gathering and analyzing program information, coordinating key deliverables, and producing clear, actionable reports. The position is designed to address immediate organizational needs and priorities, with scope and workload tailored to fit a reduced schedule while ensuring accuracy, compliance, and meaningful outcomes.
Reports to: Executive Director of the Office of Public Guardianship
Essential Job Functions
Collaborate with the Executive Director to design and implement a focused data management plan aligned with current organizational priorities.
Manage program data for designated projects, including collection, organization, analysis, and reporting, within established timeframes.
Design and refine data collection tools to ensure accuracy, consistency, and ease of use.
Conduct targeted cost-benefit analyses of selected projects, policies, and programs.
Track and analyze guardian metrics such as housing stabilization and client health outcomes; prepare concise summaries of findings.
Present and interpret data for staff to support program improvements and assess progress toward established goals.
Prepare written reports and presentations for internal stakeholders, funding sources, and legislative audiences as assigned.
Develop and administer client and stakeholder surveys; compile and summarize results.
Conduct qualitative and quantitative assessments to address specific program questions or requirements.
Support the creation of legislative and external reports in collaboration with staff.
Perform other related duties as assigned and appropriate to the scope of a part-time, temporary position.

Minimum Qualifications
Experience Only:
Six (6) years of relevant experience in data science, statistical analysis, or quantitative research that includes:
Conducting cost-benefit analysis or economic impact analysis in a policy, nonprofit, government, or consulting @context.
Analyzing and interpreting financial data and preparing financial reports and projections.
Applying basic statistics, trend analysis, and performance measurement indicators to support data-driven decision making.
Using tools such as Excel, R, Stata, SQL, SAS, or Python for data modeling and statistical analysis.
OR
Education and Experience:
A bachelor's degree (4 years) or master's degree (6 years) from an accredited institution in a related field (e.g., data science, statistics, economics, public policy, quantitative social sciences) plus relevant professional experience in data science, statistical analysis, or quantitative research to total six (6) years.
Education Substitution:
Appropriate education will substitute for the required experience on a year-for-year basis as follows:
Associate degree = two (2) years of experience
Bachelor's degree = four (4) years of experience
Master's degree = six (6) years of experience
Doctorate degree = seven (7) years of experience
Preferred Qualifications
Experience working in a government, nonprofit, or policy-focused organization.
Familiarity with guardianship systems, public benefits programs, or healthcare and social service data.
Demonstrated ability to present complex data findings to non-technical audiences, including legislators, boards, and community stakeholders.
Experience designing and administering surveys, including qualitative and quantitative analysis of results.
Knowledge of legislative reporting requirements and processes in Colorado.
Proficiency in data visualization tools such as Tableau, Power BI, or similar platforms.
Strong project management skills, including managing multiple deadlines in a fast-paced environment.
Conditions of Employment:
Must have the ability and flexible availability to travel state-wide.
