Summary The incumbent serves as a Government Info Specialist within the Enterprise Records Service (ERS); Office of FOIA, Records Management and Assessment Compliance (FOIARM&AC), Compliance Risk & Remediation (CRR); Office of Information Technology (OIT.) The incumbent reports solely and exclusively to the ERS Director, a GS-15 level position. Major Duties: The incumbent develops and disseminates ERM program strategies, objectives, goals, frameworks, and policy and administrative guidance for the Department-wide collection/ intake, retention, version control, and retirement of essential records in both electronic and paper form, in line with Federal statutes and regulations as well as Office of Management and Budget (OMB) and National Archives and Records Administration (NARA) directives and guidance. Serving as a subject matter expert and organizational go-to person for records management, the incumbent provides expert guidance and practical advice to customers and stakeholders across the VA records management community with respect to records keeping practices, and ensures community compliance with the Federal Records Act, NARA policies, and VA specific records management policies, also providing guidance on use of and/or compliance with NARA tools such as the Archives and Records Centers Information System (ARCIS) and Electronic Records Archive (ERA.) The incumbent leverages all available quantitative and qualitative information to analyze ERM program measures/metrics, apparent trends/patterns, and outcomes across the various administrations, staff offices, and business lines, and makes specific recommendations for legal compliance, procedural improvements, or any other appropriate corrective action at individual nodes or program components. The incumbent maintains and leverages detailed functional knowledge of Agency RO and Senior Agency Official for Records Management (SAORM) Department-wide mission, strategies, goals, objectives, frameworks, standards, plans, procedures, and expectations, maintaining constructive two-way communication with the Agency RO concerning Department-wide program performance and-upon consultation with the ERS Director- providing recommendations for improvements to centralized policies, processes or procedures, administrative guidance, and/or performance measures/metrics, as appropriate. The incumbent further advises and assists managers and/or ISO's across the Department in the documentation of incidents related to organizational or employee noncompliance with VA Directive 6300, Records and Information Management. The incumbent provides feedback/input to the Agency RO, as requested or appropriate, regarding proposed relevant legislation or regulations as well as for centralized responses to NARA, OMB, Congressional oversight committee, Government Accountability Office (GAO), or VA Office of Inspector General (OIG) inquiries, information requests, or calls for comment; recommendations; or audit or investigative reports. The incumbent also reviews new or revised Federal statutes, regulations, and OMB or NARA guidance or requirements against Department-wide policies, handbooks, and/or other guidance documents, and recommends conforming changes to the latter, first and foremost with an eye towards OIT-specific needs, concerns, and considerations, and secondly with respect to those of the administrations and the other staff offices.
