Koniag Data Solutions is seeking a skilled and analytical Business Analyst to support our Program Management Office (PMO) in accelerating the adoption of Identity, Credential, and Access Management (ICAM) solutions for various Air Force applications. This role is essential to bridge the gap between technical implementation teams and business stakeholders, ensuring ICAM solutions meet operational needs while enhancing security posture across Air Force IT infrastructure. The ideal candidate possesses strong analytical skills, technical aptitude, ability to work independently and excellent communication abilities to translate complex requirements into actionable implementation plans. This position requires an active Secret security clearance.
Essential Functions, Responsibilities & Duties may include, but are not limited to:
The Business Analyst will work within our PMO team to analyze, document, and validate business requirements for ICAM implementation across Air Force applications. The position involves direct engagement with technical teams, stakeholders, and senior DoD government officials to ensure ICAM solutions are effectively aligned with operational needs. Principal responsibilities include:
Gather, analyze, and document business requirements related to ICAM implementation from stakeholders at various levels, including senior DoD officials
Translate technical ICAM concepts and capabilities into business language that clearly communicates value and impact to non-technical stakeholders
Develop detailed process flows, user stories, and use cases to support ICAM implementation across various Air Force applications
Identify gaps between current state and desired future state, creating & supporting roadmaps for successful ICAM adoption
Conduct requirements analysis sessions with stakeholders to understand authentication and access management needs
Create and maintain requirements traceability matrices to ensure all business needs are addressed in technical solutions
Perform business impact analyses for ICAM implementation across different Air Force applications
Collaborate with technical teams to ensure solutions align with business requirements and security standards
Develop test scenarios and participate in user acceptance testing to validate ICAM functionality
Identify and document business risks associated with ICAM implementation and propose mitigation strategies
Prepare detailed documentation, reports, and presentations for senior DoD officials on ICAM requirements and implementation status
Support change management efforts by communicating benefits and impacts of ICAM implementation
Education and Experience:
Required:
Bachelor's degree in Business Administration, Information Systems, Computer Science, or related field
3+ years of experience as a Business Analyst, preferably in IT security, identity management, or related areas
Experience with federal government projects, particularly within the Department of Defense or Air Force
Demonstrated experience gathering and documenting complex technical requirements
Experience working with authentication systems, access management, or similar security technologies
Required Skills and Competencies:
Strong analytical skills with ability to evaluate processes, identify gaps, and recommend solutions
Exceptional communication skills for effective engagement with senior DoD government officials and technical teams
Ability to translate complex technical concepts into clear, business-focused language
Experience with requirements gathering techniques, including interviews, workshops, and documentation review
Proficiency in creating business process models, workflow diagrams, and requirements documentation
Knowledge of business analysis methodologies and best practices
Familiarity with identity management concepts and access control principles
Experience with requirements management tools and techniques
Strong facilitation and presentation skills for leading migration workshops
Ability to work collaboratively with diverse stakeholders and technical specialists
Detail-oriented approach to documentation and analysis
Proficiency with Microsoft Office Suite, particularly Excel, PowerPoint, and Visio
Support centralization, proofing and updates to onboarding guides, runbooks, playbooks and templates
Support the monitoring of monthly onboarding progress & metrics (Application Onboarding Rate, Time-to-onboard, Helpdesk ticket reduction, UAT pass rate, Compliance Adherence, Documentation quality)
Support Service Level Agreements and Deliverable Schedule
Security Clearance Requirement:
Active Secret security clearance
Desired Skills and Competencies:
Knowledge of ICAM frameworks, standards, and technologies (e.g., NIST 800-63, OAuth, SAML)
Familiarity with Air Force IT systems and applications
Understanding of cybersecurity principles and Zero Trust Architecture
Experience with Agile methodologies and user story creation
Self-starter mentality with ability to work independently and lead a team
Project management experience or certification (PMP, CAPM)
Experience with JIRA, Kanban or similar tools for requirements management
Knowledge of IT Service Management (ITSM) principles and practices
Experience analyzing authentication workflows and access control mechanisms
Understanding of federal security compliance requirements (e.g., RMF, FISMA)
IIBA certification (ECBA, CCBA, or CBAP) or similar business analysis certification
Experience briefing and engaging with senior military and civilian DoD leadership
