Summary This position is located in the Washington Headquarters Services (WHS), Human Resources Directorate (HRD), Labor and Management Employee Relations (LMER) Division. The division directly supports the Office of the Secretary of Defense (OSD), WHS, the Pentagon Force Protection Agency (PFPA) and other organizations serviced by the Washington Headquarters Services. Responsibilities Incumbent typical work assignments may include the following: Providing advice, assistance and policy guidance to the ER Branch Chief, Assistant Director, LMER, CHRO and Deputy CHRO of HRD, and Director, WHS and to managers and supervisors on all aspects of disciplinary and adverse actions. Advising management on the merit and procedural requirements for all disciplinary and adverse actions based on knowledge of law, regulation and MSPB case law. Providing expert advice, support and policy guidance to managers and employees in the administration of the OSD/WHS Grievance System. Serving as a technical expert and action officer in the area of leave administration, advising employees, supervisors, and managers on requirements or requesting and documenting leave, authorities for granting and denying leave, appropriate reasons for and charges to specific @types of leave, etc. Developing and/or updating OSD policies and programs pertaining to areas of responsibility, and implements and evaluates such policies and programs, making recommendations to the ER Branch Chief and Assistant Director, LMER for changes. Requirements Conditions of Employment Qualifications Time in Grade: For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or higher grade in the Federal Service. Specialized Experience: For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-13 if outside the Federal service. Specialized experience is defined as: Analyzing and assessing ER problem areas to develop new or enhanced program policies and guidance.; and Providing authoritative advisory services and policy interpretations on complex and sensitive employee relations (ER) matters and resolving cases.; and Exercising judgment in interpreting available guidelines, including Title 5 and Title 10, U.S.C., OPM and EEOC regulations, Merit Systems Protection Board (MSPB), EEOC, Comptroller General, and court decisions, DoD directives, and OSD administrative instructions.; and Providing oral and written communication consultation to managers and supervisors at all levels. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position.
