The Fairfax County Department of Housing and Community Development works in partnership with the Redevelopment and Housing Authority to serve the people of Fairfax County by creating housing opportunities to promote inclusive and thriving communities. This position is responsible for affordable homeownership initiatives and programs within the Homeownership Division at the Fairfax County Department of Housing and Community Development. The division oversees and administers homeownership programs for Fairfax County, including the sale of Affordable Dwelling Units (ADU) and Workforce Dwelling Units (WDU), and other homeownership programs.
The position responsibilities include: eligibility determination of applicants; serve as the primary liaison with applicants, developers, lenders, escrow companies, realtors, contractors, other county agencies such as the County Attorney and Department of Planning and Zoning, and other stakeholders; work with developers to find qualified purchasers for new ADUs and WDUs, or work directly with homeowners for the resale of these units in the County's homeownership programs; ensure properties meet standards for purchase; market properties for sale and conducts or coordinates open house events for prospective buyers; analyze applicant documents to determine their eligibility to purchase a home based on program policy, regulations, and underwriting criteria; prepare real estate contracts, contract addenda, and any other legal documents required for sale of homeownership properties; review closing documents and coordinate settlements; continually monitor the overall progress of a sale to ensure it meets required timelines and regulations; provide exceptional customer service to all internal and external stakeholders.

MINIMUM QUALIFICATIONS:
Any combination of education and experience and training equivalent to the following: (https://www.fairfaxcounty.gov/hr/equivalencies-education-and-experience) (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from an accredited four-year college or university with a Bachelor's degree in a related field of study such as planning, engineering, architecture, economics, construction science, business or public administration, finance, real estate, social work, public policy or other related field, plus two years of experience related to assigned program area.
CERTIFICATES AND LICENSES REQUIRED:
None.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check.
PREFERRED QUALIFICATIONS:
Knowledge and experience administering affordable homeownership programs
Knowledge and experience in real estate sales, including contracts, closing documents, loan underwriting criteria, home inspections, and rehabilitation of homes.
Knowledge and experience with lending and underwriting.
Experience determining income eligibility.
Knowledge of the federal Housing Choice Voucher Homeownership program.
Excellent written and verbal communication skills, including communicating with diverse populations.
Excellent computer skills, including, but not limited to, experience with Yardi or related affordable housing databases.
PHYSICAL REQUIREMENTS:
Work is generally sedentary in nature; however, incumbent is required to frequently move about to perform office work such as accessing files, attending meetings, making presentations, operating general office equipment, and performing other essential job duties; may be required to move items up to approximately 15 pounds in weight. Ability to read information on a computer monitor; effectively communicate; operate keyboard-driven equipment and computer. All duties performed with or without reasonable accommodations.
