General Description: Serves as member of the Veterans Education Department. Under the direction of the Director, Veterans Education, performs complex (journey-level) administrative and supervisory program work. Work involves establishing program goals and objectives; developing program guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving program goals; evaluating program activities associated with customer service, outreach, and state statutory responsibilities; developing budget requests; and coordinating program activities. Supervises the work of others. Works closely and collaborates with department Operations Manager.
Essential Duties and Responsibilities:
Plans, assigns, and supervises the work of the State Programs Team within the Veterans Education Department, coordinating activities and workload to ensure quality and effective outcomes and services.
Supervise the day-to-day activities of the Customer Service/Hazlewood program staff and the Outreach Coordinator (collectively state veterans education benefit programs) functions, roles, and responsibilities.
Develop communication and marketing strategies for the state veterans education benefit program and as part of the overall department communication plan, to include the development of seminars/workshops for community stakeholders; associations and veteran service organizations; institutions of higher education; employers; and the public.
Develop and conduct regular quality review surveys of program processes and staff performance to determine compliance with department policy and procedures, effectiveness and efficiency, and communication with internal and external customers.
Participate in the development and implementation of standards, goals, objectives, policies, priorities, and procedures for the state veterans education programs.
Develop and recommend program guidelines, procedures, and policies for review by the Operations Manager and Department Director; monitor compliance with policies and procedures.
Prepare and submit regularly scheduled and ad hoc performance reports review by the Operations Manager and/or the Department Director.
Provide technical expertise and guidance to the public, partners, and stakeholders regarding the activities of the state veterans education benefit programs; address customer concerns/complaints as referred by staff or leadership.
Oversee the preparation, development, and regular review of training and operational manuals of the state benefits programs for review by the OperationsManager.
Prepare justification statement for budget requests for review by Operations Manager and approval by the Department Director.
May participate in the document collection and initial screening of applications for the Veteran Education Excellence Recognition Award program.
May serve as a member of the Texas Coordinating Council for Veteran Services Higher Education Workgroup.
May participate in the development and administration of state administrative rules as they apply to agency policy and procedure, ensuring compliance with federal and state statutes, administrative codes, and regulatory policies.
Performs other related work and administrative duties as assigned.

Qualifications: Minimum Education: Bachelors Degree from an accredited college or university.College Transcripts are required and must be provided before an interview can be extended, it is preferred they be attached to the application.
Minimum Experience:
Three (3) years supervisory experience, which can include military experience, to includeknowledge of operations, functions, organizational structure, and policies and procedures.
Two (2) years experience processing or certifying veteran benefits; approving or auditing veteran benefit or similar programs; certifying state or federal education benefits; or conducting outreach or training sessions associated with veteran and/or education benefits.

Preferred Experience and Qualification:
Knowledge of State of Texas veteran education benefits.
Knowledge of federal veteran education benefits under Title 38 United States Code and Code of Federal Regulations.
Experience in interpreting laws, rules, and regulations associated with state or federal veteran education benefits.
Two (2) years experience with state agency program administration.
Two (2) years experience administering, coordinating, or monitoring a veteran education benefit program.
One (1) years experience overseeing or participating in administrative rule making.
Knowledge, Skills and Abilities:
Knowledge of laws and regulations pertaining to state and federal veteran education benefits.
Skill in composing and editing reports and correspondence.
Skill and proficiency in the use of Microsoft Outlook Suite (Word, Excel, PowerPoint, Outlook, OneDrive/SharePoint).
