Department Summary:
The Electronic Systems Innovation Center is a leader in applying cutting edge technologies to solve the Nation's toughest problems. The Division specializes in prototyping and analyzing the next-generation systems for our sponsors to reduce risk in Programs of Record, bring innovative new solutions to solve challenges of national importance while protecting critical program information, and provide subject matter expertise with hands-on experience. The Center has specific domain experience, prototyping and test capabilities including: microelectronics design and security, communications, sensing, space, position, navigation and timing, mechanical systems, and Blue Tech enabling technologies.
Roles & Responsibilities:
Working with the Division leadership team, the Technology Integrator (TI) acts as a liaison, champion, coordinator, translator, and coach, and operates at speed with agility and adaptability across L150's innovation aligned Science & Technology (S&T) efforts, including the MITRE Independent Research and Development (IR&D) program and other innovation funding opportunities.
The TI is responsible for acting as a liaison between the Innovation Center and the MITRE IR&D program, interpreting and adapting the evolving MITRE IR&D strategic direction for our staff. The TI coordinates with MITRE's FFRDC Programs and customers to understand work program and sponsor goals, mission challenges and gaps to ensure that L150's innovative research proposals are aligned with work program goals and sponsor mission needs. The TI also coaches L150 staff through each stage of the proposal process, as well as in managing their successful MIP projects.
L150 staff are guided and supported throughout the MITRE IR&D program process by the TI. The TI serves as a champion for staff across the division and L150 IR&D efforts at each stage of the MITRE IR&D proposal and execution process to build upon L150's successful IR&D efforts.
Mentors interested staff and provides feedback on proposals, from the idea stage through competition briefings, and during project execution. This includes for staff interested in the Early Career Research Program (ECRP).
The TI exercises technical leadership (behaviors, skills, and expertise) to ensure these results:
Innovation Center interests and research agendas are championed in the MITRE IR&D program through engagements with the Research Program Leads (RPLs)
Good alignment and synergy are achieved between MITRE IR&D focus areas (i.e. IR&D Challenges, Investigator Initiated (I2) strategies), MITRE's research staff, current and future sponsor needs, and the growth of new and continuing good MITRE work
Staff understand the MITRE IR&D Program processes, strategies, and requirements
Staff produce and champion cogent, compelling, well-aligned research proposals with a high success rate
Staff pass milestone funding "gates" so they continue to receive funding for their projects
In addition to engaging with the MITRE IR&D program, the TI identifies and engages with other internal and external innovation funding opportunities, and coaches L150 staff on how to pursue the various innovation funding opportunities for aligned S&T efforts (e.g. Capstone, Program Development (PD), Special Initiative (SI), Direct Sponsors like the OUSD(R&E) Innovation & Modernization program, and MITRE Labs targeted new business opportunities such as NSF grants). The TI works with division staff to pursue the best aligned innovation funding opportunities based on the focus and level of maturity of their S&T effort, and how to transition across innovation funding sources as an R&D effort matures.
The TI will also work in a technology integration and strategy role in other key areas important to L150 including Position, Navigation, and Timing, Communications and Sensors, Hardware Security, and Blue Tech.
Maintains familiarity with MITRE's Corporate, Sector, and Center strategies, including strategic priority areas (e.g. MITRE Labs Horizon Strategies and MNS Cross-Cutting Priorities), engages with the strategic priority leads in areas aligned to L150 skillsets and Technical Capability Areas (TCAs) to identify opportunities to shape and connect L150 research efforts, and translates strategic priorities' strategies to L150 staff to help generate aligned research ideas.
Connects L150 staff developing and executing research proposals with sponsor facing MITRE staff, sponsors, and transition connections.
Develops crosscutting collaboration and partnering opportunities with other MITRE divisions to help connect technology side with sponsor needs and transition opportunities.
Represents L150 as one of the focal points for sharing overviews of L150 capabilities and research areas with external sponsors and other MITRE organizations, towards developing new work opportunities.
Builds relationships with fellow TIs and Chief Engineers to share information and connections
The TI may reside in either Bedford or McLean. ~10% travel is required.
Note that the TI is a part-time role, and the individual will be expected to also be a technical leader/contributor to research and direct funded projects for L150's customers.
Basic Qualifications:
Typically requires a minimum of 12 years of related experience with a technical Bachelor's degree; or 10 years and a Master's degree; or a PhD with 7 years' experience; or equivalent combination of related education and work experience.
Active DOD Top Secret clearance with ability to obtain SCI access.
Strong judgement and analytical skills with the ability to apply strategic thinking to evaluate business challenges, develop actionable solutions, and support data-driven decision-making. 5+ years of experience in project/program management, business operations, organizational leadership or a similar strategic role.
Demonstrated experience in an R&D setting as a researcher and leader of research and development projects.
Demonstrated ability to work productively and collaboratively with senior leaders, partners and stakeholders, building strong relationships and working through influence rather than direct authority.
Communicates complex ideas clearly and persuasively, with superior written and verbal skills, and experience creating executive-level presentations and communications.
Highly adaptable, organized, detail-oriented and able to manage multiple priorities in a dynamic and fast-paced environment.
Handles confidential information with integrity and professionalism.
This position requires a minimum of 50% hybrid on-site.
Preferred Qualifications:
Poise and confidence in working with senior leaders across government, industry, academia.
Experience managing highly visible projects which require the ability to orchestrate cross-functional team members, remove obstacles and influence appropriately.
Ability to work well under pressure, adapt to changing circumstances, make decisions quickly, and manage multiple priorities.
