The incumbent serves as a Performance Architect provides central engineering services and management of a technical framework promoting one technology vision across VA, which supports system optimization, integration and interoperability throughout the enterprise. operation. Major Duties: Provides mastery-level architectural oversight in regard to following a systems engineering test approach, proceeding from concept to production through iterative testing to realize successful system solutions. Provides mastery-level architectural oversight of performance engineering test processes, ensuring that new and modified projects and system components integrate properly within the VA IT test center environments. Provides mastery-level architectural oversight in support of certification of deployment- readiness for IT products implemented nationwide. Provides mastery-level architectural direction for enterprise-level systems engineering test activities within CPE Systems Engineering, including systems engineering test activities across the VA IT organization, including Health IT, Benefits IT, and Memorial IT products and interoperability. Analyzes IT Strategy, Enterprise Architecture and sub-architecture decisions and plans; provides related architectural guidance and recommendations. Provides mastery knowledge of the development, analysis, and coordination of operational readiness testing, and with ensuring compliance with operational readiness policies prior to product deployment. Formulates effective success criteria for deployment based upon comprehensive requirements analysis and organizational release management policies. Conducts engineering studies to determine the effectiveness of technologies, products and topologies introduced into the test center environments. Researches, analyzes, tests and recommends new technology solutions, processes, and procedures in support of the enterprise. Provides performance testing and analysis throughout the various phases of the software and system development lifecycle including analysis, design, development, and testing. Provides detailed technical analysis of performance testing results as well as system performance-related recommendations regarding the introduction and configuration of new applications, products and system components. Specialized experience is defined as: In-depth knowledge of systems engineering, performance testing, and IT architecture within complex organizational environments. Skilled in systems testing and evaluation methods, with the ability to develop policies aligned with performance objectives. Proficient in data analysis, IT capacity monitoring, and forecasting, demonstrating strong analytical and evaluative capabilities. Adept at managing projects throughout their lifecycle, from initial conception and iterative testing to successful deployment. Familiar with IT infrastructure, organizational policies, and enterprise architecture frameworks. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
