Job Announcement
This position performs professional-level human resources work assisting with FOCUS HCM restructuring and position management. Collaborates with division directors to align FOCUS and Perform systems with departmental objectives.
Serves as the primary point of contact for internal and external audits. Ensures compliance with county regulations, Medicaid licensing requirements, and Department of Behavioral Health & Disability Services (DBHDS) policies. May act as a backup in preparing reports and HR metrics for DBHDS, the CSB Board Fiscal Committee, and the Virginia Community Services Board.
Manages the NeoGov Onboard portal to include distributing outside/secondary employment forms to candidate supervisor, manager, and division director. Collaborates with DHR HRIS team to develop, update, and implement onboarding checklists and mandatory agency forms. Manages the FOCUS realignment process to include updating/designing required agency workbooks, collaborating with division directors and completing HCM Restructure workbook.
Interprets and communicates HR policies, procedures, and business processes. Designs and delivers HR-related training and job aids for managers and staff. Updates content on the CSB Human Resources SharePoint site as needed. Works under the supervision of an HR Generalist II.

Administers human resources programs for Department, i.e, tuition assistance, pay for performance, FMLA;
Assists with workforce planning initiatives for department;
Researches and provides analysis of HR issues and initiatives.
Required Knowledge Skills and Abilities

Basic knowledge of principles of HR administration and management principles and practices;
Basic knowledge of federal, state, and county laws, regulations and ordinances pertaining to human resources;

Ability to speak and write effectively.

MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university with a bachelor's degree in human resource management, public administration, or a related field.
BRIDGE CLASS EMPLOYMENT STANDARDS:
Four years of increasingly complex technical administrative experience in the assigned functional area, comparable to experience at the Administrative Assistant IV, or higher, level. This class can serve as a bridge class enabling individuals who do not meet the educational or professional experience standards listed above to qualify for this class by possessing four years of increasingly complex technical administrative experience in the assigned functional area, comparable to experience at the Administrative Assistant IV, or higher, level.
The purpose of this bridge class is to promote upward mobility within the Fairfax County workforce. However, persons qualifying for this class on the basis of their technical experience may not substitute this technical experience for education, or for professional experience, in order to qualify for other employment opportunities.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry check, and sanction screening to the satisfaction of the employer. A TB screening upon hire.
PREFERRED QUALIFICATIONS:
2+ years' experience processing personnel & position management actions in human resources and auditing/quality assurance.
2+ years' experience working with HR information systems software
1 year of experience generating and analyzing data reports
Experience interpreting and communicating policies, procedures, and regulations
Experience completing HCM Restructure workbook
Intermediate level of experience with MS office - Microsoft Excel and Word
PHYSICAL REQUIREMENTS:
Work is generally sedentary; however, incumbents will be required to walk, stand, bend, and carry items less than 15 pounds in weight. Ability to use technology and communicate orally and in writing, clearly and accurately with others. Must be able to travel to various sites. All duties performed with or without reasonable accommodations.
