Overview
Bowhead seeks a Senior Acquisition Specialist to support our customer on PMA-263 Small Tactical Unmanned Aircraft Systems (UAS) Program Office at NAS Patuxent River.The Senior Acquisition Specialist will support and draft program milestone related documentation to ensure compliance with all aspects of the DoD and SECNAV 5000 series directives. They will support the development of program acquisition documentation such as Acquisition Plans (AP), Acquisition Strategy Reports (ASR), Procurement Initiation Document (PID), Statement of Work (SOW), funding documents, Contract Data Requirements Lists (CDRLs), and Acquisition Program Baseline Agreements (APBA). The Senior Acquisition Specialist will assess program procedures, practices, philosophies, and documentation for compliance with specifications, contracts, and mission requirements. The Senior Acquisition Specialist will attend, participate, support, analyze, provide input, develop, prepare and report on briefs, point papers, reports, correspondence, meetings, conferences, and review boards.
This position requires experience with Procurement Management Tool (PMT), Common Spend Plan Tool (CSPT) and Acquisition Matrix (AcqMat).
This is a hybrid position, however, individual must live within 50 miles of NAS Patuxent River, MD, 20670.
Responsibilities
Tasking includes but is not limited to:
Reviewing and providing recommendations regarding program.
Performingthe research, development, review, analysis, revision, routing and tracking of acquisition documentation for Government reviews and approval to include all DoD 02 documentation, Justification and Approvals (J&A), Program Decision Memorandums (PDM), Acquisition Category (ACAT) Determination Letters and Tailoring Agreements.
Providingindependentassessmentsandrecommendationsforimprovingprogramacquisitionefficiencies.
Monitoringcontracts& tracking mission objectives to include selection, definition, and documentation generation and coordination of Procurement Initiation Documents (PIDs) in the Procurement Management Tool (PMT), Statements of Work, Contract Data Requirements Lists (CDRLs) and Class I Engineering Change Proposals (ECP) contract Maintain status of PID package as it goes through the procurement process and provide weekly updates for programs.
Assisting in the coordination of technical evaluations of proposals, tracking and coordinating Basis of Estimate evaluation.
Supportingprogramprocurements by providing acquisition support services through the collection of technical progress reports, cost, schedule, alternative and work around procedures provided by the prime contractors.
Participating in populating data fields within the Acquisition Matrix (AcqMat) web-based application in support of the Acquisition Program Health Monitor (APHM).
Must be willing to mentor junior level staff and will have other duties as assigned.
Qualifications
A MA/MS degree andover 10 years of experience performing duties as described above is required at a minimum.Possible allowable substitution is a BS/BA degree with 16 years' experience may be considered for the highly qualified candidate.
Working knowledge of DOD 5000.02 required.
Applicant must have current NAVAIR Acquisition experience proficient in Acquisition Management System (AMS) tools specifically Procurement Management Tool (PMT) and Common Spend Plan Tool (CSPT).
Applicant must have firsthand experience utilizing Acquisition Matrix (AcqMat).
Must be able to multitask and thrive in an agile environment.
Knowledge and awareness of all statutory and regulatory acquisition documentationrequirements and advise the Government Acquisition Lead regarding changes or delays in approvalcycles or documents that are no longer current.
SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
