Summary Join the IT Budget and Finance (ITBF) service line under OIT and be part of VA's digital transformation. ITBF provides effective and efficient budget execution oversight and management to help VA make informed decisions about how to allocate IT resources. As a Budget Analyst in ITBF, you will enhance the efficiency and effectiveness of VA's IT spending to deliver value to Veterans and their families. Responsibilities Major Duties: Conducts analysis and evaluation of current and future Department-wide capabilities and resource requirements. Provides the programmatic interface between IT and the resource and functional managers of the Business Lines and Headquarter Staff offices. Performs cost-benefits analysis, business case analysis, economic analysis and risk analysis. Provides analysis and recommendations on all incoming program submissions for technical matters, afford-ability, and consistency with planning and programming guidance. Support of Department-wide compliance with Government Performance Results Act (GPRA), OMB Circular A-11 and related Federal legislation and OMB regulations concerning the Department's multi-year programming, planning, and budget formulation. Qualifications Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Specialized experience is defined as: Experience managing financial reporting, capital investment planning, multi-year programming, budget formulation, execution management, and accounting activities to secure appropriate funding levels. Provides central oversight and management to report sustainment investments, program long-range budget requirements, formulate budget requests, and execute the current year budget. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
