Job Summary:
This position reports to the Director of Projects and directly supervises Project Managers and Project Planners in the Project Management Work Unit and is accountable, including signature authority, for actions and decisions that directly impact the pay, status, and tenure of three or more full-time equivalent positions. This includes day-to-day oversight of project managers and planner positions and assigning projects to individual members of the team based on experience, work-load or other relevant factors. Work to evenly distribute project requests in an attempt to balance and equalize employee workloads. This position works with Director of Project Management to plan, assign, and/or supervise the work of other project managers, ensuring work is done according to State Buildings standards, code, financial constraint, State Guidelines and per the Agreements with Institutional Partners or the Auraria Campus budget.
Essential Job Functions: Supervision of Project Managers
This position supervises Project Managers and Project Planners and is accountable, including signature authority, for actions and decisions that directly impact the pay, status, and tenure of three or more full-time equivalent positions. This includes day-to-day oversight of project managers and planner positions. Manages the day-to-day activities of personnel of the Project Management group.
Assign projects to individual members of the team based on experience, workload or other relevant factors. Work to evenly distribute project requests in an attempt to balance and equalize employee workloads.
Plan, assign, and/or supervise the work of other project managers, and project planners, ensuring work is done according to State Buildings standards, code, financial constraint, State Guidelines and per the Agreements with Institutional Partners or the Auraria Campus budget.
Train and coach project managers and project planners in project management process as well as state specific project tracking and reporting.
Project Operations
Manage and monitor project schedules, progress, and budget/costs to ensure projects are completed on time and effectively. Maintain, adjust, and update project plans as needed. Consolidate, communicate and manage all issues and risks affecting the project. Provide timely and accurate communication of project status to project participants and stakeholders.
Manage the planning, design, and construction phases. Monitor architect, engineers, consultants, contractor(s), and vendor performance during entire project. Maintain established schedules to allow campus to utilize space within desired time frames. Oversee ordering and tracking of materials and equipment. Visit job regularly to perform due diligence and monitor quality. Address concerns and maintain consistent follow-up on any outstanding issues.
Oversee establishment of Work Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan and other documents.
Follow all agency, client, safety, and regulatory requirements including, but not limited to, policies, procedures, standards, and guidelines as they relate to this position and the work duties being performed.
Manage the permitting, code, and approval phase and ensure all proper approvals have been received prior to construction phase.
Manage and monitor project quality to ensure that project deliverables are acceptable and fulfill the terms of the project contract or specifications.
Identify potential project risks and difficulties and design strategies to mitigate or avoid them.
Promote technical excellence on the project, including furtherance of the Quality Improvement Process. Establish requirements of the project and monitor final adherence to these criteria.
Scope Development
Lead the development of project scopes for customers based on their requests. Including developing project budgets consistent with timeline requirements for new development or renovation projects. Developing work plan and scope of work consistent with operational, maintenance, and programmatic needs within budget allowances. Developing schedules, resource requirements, cost estimates and projections. Work closely with campus constituents to develop and execute scope of work. Oversee scheduling, procurement, negotiations and consultant relationships.

Customer Focused Activities
Oversee and maintain relationships with external professionals and consultants. Oversee consultant, contractor, and vendor performance during project through site visits and report review. Maintain relationships with campus institutions, campus constituents, jurisdictions, and community to ensure seamless project execution and completion.
Prepare, communicate and educate campus groups and team on project progress and coordination. Explain project methodology and processes to interested groups and team members. Support overall campus mission and efforts by working closely with trade supervisors, other institutions, agencies, and departments to determine more effective processes and tools.
Work with other departments to improve processes and tools in support of new construction, renovations, and operations and maintenance of buildings.
Financial
Responsible for ensuring that agreements with customers are fair and accurate, including those with campus institutions, consultants, and contractors for all assigned projects. Position is responsible for ensuring the State of Colorado receives value for managed or in-house services throughout project process. Is responsible for ensuring accurate accounting and timely payouts via established procedures. Position is also responsible for accurate and timely financial tracking of budget, committed costs, actual costs, and project final forecast.
Other Duties
Support the Facilities Department with other duties as assigned including but not limited to snow removal, emergency situation support, and covering for staff who are out of the office.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Minimum Qualifications:
A bachelor's degree from an accredited college or university in a field of study related to the work assignment.
Seven (7) or more years of Construction Project Management experience involving construction costs in excess of $1,000,000.00
Previous experience mentoring or supervising more junior project management staff.
Valid and unencumbered Colorado drivers license.
Substitution of Degree: A combination of work experience in the occupational field or subject area of the position work assignment, which provided the same kind, amount and level of knowledge acquired in the required education may be substituted on a year-for-year basis for the bachelor's degree.
Preferred Qualifications:
Previous experience working in state or local government.
