Duties Description The Research Scientist 4 will serve as the principal investigator and project manager responsible for overseeing development and implementation of programmatic activities and research, surveillance, and evaluation efforts for the New York State Asthma Control Program (NYSACP). The Position will coordinate work between the Office of Science and the Bureau of Chronic Disease and lead the complex research, surveillance, and evaluation efforts of NYSACP in the Office of Science. They will direct internal coordination to ensure alignment in activities with the NYS Prevention Agenda, Medicaid programs, and other asthma-related initiatives across the Department. They will be responsible for the development and oversight of epidemiological research, surveillance, evaluation and quality improvement activities including the development of the research agenda for the NYSACP to monitor progress and policy impact to support major state initiatives including the Housing and Health Equity for Asthma State of the State initiative. The incumbent will research evidence-based interventions and innovative methods for implementing this initiative in high-risk communities. The Research Scientist 4 G27) will be responsible for leading the design and implementation of plans and resources to guide major initiatives, interventions and quality improvement projects aimed at improving the burden of asthma in NYS; leading the implementation of research, evaluation, surveillance and quality improvement activities to assess policies, interventions and progress including the development of a research agenda, intervention methods and design, critical objectives and major measures and selection of appropriate data sources; establishing and managing external and internal relationships and communications with statewide partners and organizations to leverage support and ensure alignment of state and programmatic goals with scientific principles, providing subject matter expertise and technical assistance; overseeing the use of surveillance, evaluation and quality improvement results to develop written reports, peer-reviewed publications and presentations, and supervising staff, providing appropriate training and guidance and conducting other related duties as assigned.
Minimum Qualifications A bachelor's degree in Biology, Public Health, Epidemiology, Infection Control, Statistics/Biostatistics, Biomedical Science, Environmental Health, Environmental Science, or a related degree and five years of professional scientific research experience in a related field. **Substitutions: master's degree in Biology, Public Health, Epidemiology, Infection Control, Statistics/Biostatistics, Biomedical Science, Environmental Health, Environmental Science, or a related degree may substitute for one year of experience, and Doctorate or Ph.D. in Biology, Public Health, Epidemiology, Infection Control, Statistics/Biostatistics, Biomedical Science, Environmental Health, Environmental Science, or a related degree may substitute for an additional year of experiencePreferred Qualifications: Master's degree in public health or related field and four years of experience in public health research, surveillance, evaluation, or quality improvement; or a doctorate in Public Health or related field and two years of experience in public health research, surveillance, evaluation, or quality improvement; experience in grant application development and management. Proficiency in health-related data analysis, interpretation, and dissemination of data for varied audiences. Advanced proficiency in Microsoft Office. Supervisory experience.
