The Baseline Health Policy and Analysis (BHPA) contract within the Health Solutions Division at Leidos has a need for a Data Scientist/Data Analyst.
The individual selected for this position will work in support of the Defense Health Agency (DHA), Chief Data and Analysis Office (CDAO). This person will support performance-based decision making and execution through analysis, evaluation, programming, data mining, data development, data quality application, and data reporting.

Primary Responsibilities:
Perform and support data management tasks that deliver a complete view of Military Health System (MHS) health care data throughout the enterprise to the analytic community and MHS leadership.
Develop, apply, update, forecast, and teach MHS information derived from DHA policy-driven measures and methodologies.
Develop, maintain, and teach various courses for data analysts from all levels of the MHS, i.e., what data is available to them and how to use the analytic tools provided by the MHS.
Subject matter expert (SME) of data residing in MHS Data Repository (MDR), MHS Mart (M2), Redshift, and SQL Farm.
Work with MHS GENESIS data in Health Data Intelligence (HDI).
Perform data extraction and analysis, statistical data modeling, and forecasting of MHS data to include direct care admissions and professional services, purchased care healthcare claims, pharmacy, ancillary services, Defense Enrollment Eligibility Reporting System (DEERS), Medical Expense and Performance Reporting System (MEPRS) financial and personnel, and Defense Medical Human Resource System internet (DMHRSi). This includes healthcare data from legacy CHCS/AHLTA systems and MHS GENESIS.
Attendance at and participation in required meetings in support of CDAO objectives.
Knowledge and Skills:
Proficient in analyzing large, diverse datasets to extract insights by using advanced statistical methods and programs.
Proficient in data analytical techniques to identify statistical relationships, interpret results, present data and identify recommendations.
Proficient in understanding the collection, processing, and evaluation of data to generate actionable insights and forecasts for decision making.
Proficient in working with large datasets/models to include establishing and enforcing policies and procedures for managing data assets and ensuring data quality, integrity, and security.
Proficient in statistical programming (e.g. SAS, Python, R) to link and integrate datasets and perform analyses, identify meaningful patterns.
Proficient in SQL for data extraction and manipulation.
Proficient in MHS healthcare data to include institutional, non-institutional, pharmacy, radiology, laboratory, and other healthcare-related data.
Proficient in standards, principles, theories, concepts, or techniques in the data analytics domain.
Proficient in statistical concepts, algorithms, querying and automated processes to extract, model, integrate, and evaluate complex datasets and business problems for practical application.
Extract and analyze data to draw logical conclusions and provide efficient data presentation techniques regarding analysis.
Conduct data reviews, data validation, and data quality actions.
Communicate effectively, orally and in writing, and establish and maintain cooperative working relationships with directors, government customers, CDAO staff, other data analysts, internal and external collaborators, other technical resources, etc.
Read, understand, and interpret health technical information.
Address complex data analytical issues/problems, to include large datasets/models, using internal best practice and thorough collaboration with colleagues; works to influence team members regarding design, process, and/or approach to develop analytical products.
Develop solutions to data analytics problems and issues that require depth of technical knowledge, deep analyses, and understanding of impact on the end-product; may require collaboration with other analytical SMEs.
Work independently to achieve day-to-day objectives with significant impact on operational results or project deliverables; responsible for entire data analytical projects or processes and assists in reviewing the work of other data analysts (data quality).
Manage multiple projects at once and reprioritize projects as necessary.

Basic Qualifications
Bachelors degree in relevant discipline and 6-8 years of prior relevant experience or Masters degree with 4-6 years of prior relevant experience
Minimum of 3 years working with Military Health System (MHS) data or other healthcare data
Proficient with MHS data repositories, i.e., MDR, M2, Redshift, SQL Farm, EAS-IV, and DMHRSi
Proficient in SAS, R, Python, or SQL programming
Proficient in Business Objects, Tableau, Excel, QlikView, or similar Data Visualization Tools
Proficient in Microsoft Office products (Word, PowerPoint, Excel), with advanced experience in Excel
Ability to multi-task
Ability to work independently
Ability to lead project tasks from start-to-finish to include fully documenting analytical and quality control processes
Excellent written and verbal communication skills
Must be a US citizen and able to obtain an IT/ADP II Public Trust
Preferred Qualifications
7+ years' experience with MHS Data
7+ years' experience working MDR, M2, Redshift, SQL Farm, EAS-IV, and DMHRSi
Expert in SAS
Advanced SQL, R, and/or Python
Masters degree in relevant discipline (e.g., Biostatistics, Data Science, Mathematics, Health Policy, Operations Research)
Previous or current favorable Public Trust or Clearance

Pay Range:
Pay Range $85,150.00 - $153,925.00
