This position serves our partners at the Department of Public Safety (DPS). The MNIT DPS team provides technical support to an agency dedicated to prevention, preparedness, response, recovery, enforcement, and education. The team manages a large number of applications to serve 15 diverse public safety divisions located across Minnesota.
As a Senior IT Business Analyst, you will play a crucial role in driving the success of DPS IT application projects. Your primary responsibility will be to bridge the gap between stakeholders, ensuring a clear understanding of organizational structures, policies, and operations. By documenting requirements and recommending effective solutions, you will enable project success and goal achievement.
In this role, you will collaborate closely with both IT and business teams, analyzing business activities and presenting insights to guide decisions on purchasing, implementing, or developing solutions. You will work hand-in-hand with development teams throughout the development, testing, deployment, and adoption phases of solutions.
Additionally, you will communicate and consult with system users to manage system changes and plan for implementations and releases, ensuring smooth transitions and user satisfaction.
This position requires an employee to be onsite at 445 Minnesota St. Saint Paul, Minnesota at least three (3) days per week, with the opportunity to work from a telework location on other days. Minimum Qualifications

This position requires a minimum of five (5) years of experience in performing IT business analysis functions.
Experience must include:
Working as a Business Analyst on project teams managing product backlogs, writing epics and user stories, leading story refinement, and working closely with business stakeholders and development teams.
Leading the design and implementation for complex application projects involving multiple stakeholders and IT functions.
Conducting technical system analysis, system integration analysis, and data analysis, including activities for data mapping, migrations, and modeling.
Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
Customer service skills that include active listening, empathy, and problem-solving.
A master's degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor's degree substitutes for two (2) years, OR an IT related associate's degree substitutes for one (1) year.
Preferred Qualifications
Business analysis experience sufficient to qualify for IIBA (International Institute of Business Analysis) CCBA (Certification of Competency in Business Analysis) exam or currently CCBA certified
Bachelor's degree in Information Technology or a related field
Experience with complex security models
Experience providing end user support
Ability to organize and prioritize multiple deadlines and work independently, define problems as they arise, and recommend alternative solutions
Advanced problem-solving skills in problem definition, information gathering and research, alternatives analysis, applying creative solutions to unique and/or immediate problems, and appropriate resolution implementation.
Advanced facilitation skills that demonstrate preparedness, flexibility, active listening, time management, and the ability to negotiate.
