Senior Cloud Engineer/ Operations Lead
The team supporting the Administrative Office of the US Courts (AO) Case Management System Office (CMSO) is organized into 16 sub agile teams. We develop integrated solutions using the Agile/SAFe Framework. We focus on software development within AO to deliver systems for the Case Management and Electronic Case Filing (CM/ECF) Portfolio, which consists of mission-critical case management and related software to support federal appellate, district, and bankruptcy court judges and staff and external stakeholders.
The current technology stack includes front-end web interfaces, web services, server-side business logic batch jobs such as extract-transform-load (ETL), and database backends. Developers (mostly) use Windows 10 computers for development and RedHat Linux is used for the dev/test/production environment. The current technical environment includes Informix, Java/Spring Boot, Perl, shell scripts, Docker, HTML/ CSS/ JavaScript/ AngularJS, cloud infrastructure, and mobile and web technologies.
The CM/ECF Senior Cloud Engineer/ Operations Lead will work as part of an agile development team to build and support the modernization of enterprise-class software applications.
The successful candidate should be capable of implementing, managing, and supporting cloud infrastructure and migration of legacy systems to the cloud. The duties and assignments include translating high-level requirements into infrastructure and data storage solutions; implementing cloud environments on various platforms; defining and implementing an end-to-end ALM solution in the cloud; developing and supporting a migration plan from legacy on-premises infrastructure to multi-cloud/hybrid cloud platforms.
In addition, the CM/ECF Senior Cloud Engineer/ Operations Lead will execute the following responsibilities:
Research, design, implement and manage the cloud infrastructure that will support the modernization of current enterprise applications and infrastructure upgrade of the current technology stack.
Develop standards operating procedure and best practices, including performance, security, scalability, and maintainability.
Develop detail technical migration plan of the applications including legacy data.
Participate in an agile team to deliver the full lifecycle, including requirements, architecture, design, development, testing and deployment.
Update and maintain system design and architecture documents.
Review and provide feedback on functional and technical requirements.
Define and propose solutions for meeting future requirements of the organization.
Define and implement and end-to-end integrated software development lifecycle (SDLC) pipeline to include tools to support test-driven development (TDD), static code analysis, code reviews, continuous integration (CI), continuous delivery (CD), and automated security scanning.
Working closely with other government architects and technical leads to ensure system design follows the industry best practices and standards that align with the Judiciary framework.
Investing in learning the software development efficiency of the entire office through teamwork, personal responsibility, individual and group training, and process improvement.
QUALIFICATIONS
Bachelor's degree in Computer Science, Computer Programming, Computer Engineering or relevant computer-based major plus at least twelve years (8+) of total general experience, or ten years (6+) of experience with a master's degree.
Experience in managing and supporting cloud native applications on cloud infrastructure.
Experience supporting database architecture, modeling, design, and implementation using different @types of databases (Relational, Non-relational, NoSQL etc.)
Experience leading at least one on-premises to cloud migration and/or experience leading a significant modernization initiative.
Strong experience implementing and supporting end-to-end automated DevSecOps pipelines and processes.
Strong background in Infrastructure as code.
Experience with migrating data and artifacts from Legacy (Informix preferred) to Modern DB solution is a plus.
Experience providing operational (infrastructure, database, monitoring and control) support for multi-cloud/hybrid cloud platforms.
Preferred certification for one or more of the following cloud platforms: Microsoft Azure, Google Cloud, Amazon Web Services (AWS), and Oracle Cloud.
Demonstrated ability to adapt to different enterprise security requirements.
Experience supporting Java, Perl, Angular, React, and other open-source technology stack to provide cross-platform implementation options.
Experience with cloud platforms such as Azure, AWS, Google, and Oracle is a plus.

The likely salary range for this position is $43,888 - $0. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
