Position Summary
The Claims Analyst position is housed within the Risk Management Division of the Office of the Chief Financial Officer. Risk Management administers the City's self-insured general liability and workers' compensation claims programs, procures commercial insurance for property and other risks, and provides bureau support for employee safety, loss prevention, risk assessment and third-party subrogation. This position is one of three Claim Analysts on the Liability Team in addition to the four Senior Claim Analysts. The purpose and focus of this position is to manage liability claims.
As a Claims Analyst, you will:
Secures statements and information through interviews and written requests to determine City responsibility for a given incident, action or exposure.
Performs site inspections and documents accident scenes.
Secures and reviews repair estimates or documentation of damages.
Identifies and investigates third-party liability.
Determines whether City employees were working within the course and scope of their employment in incidents, and provides for indemnification and defense when warranted.
Establishes and maintains reserves for claims within established limits and guidelines.
Proceeds with settlements as appropriate in accordance with monetary guidelines.
Issues timely denial when appropriate.
Negotiates claims with claimants and/or representatives.
Forecast, control and monitor litigation costs and potential damage awards through the life of the claim.
Collects, evaluates and integrates appropriate data, and ensures it is consistently captured in the RMIS for use in tracking, forecasting and reporting of trends.
Maintains organized, up to date and complete electronic claim files.

To Qualify
The following minimum qualifications are required for this position:
Experience investigating, analyzing, evaluating, and resolving general liability and auto liability claims.
Experience using accounting procedures to resolve financial transactions involving accounts receivables and collections related to liability losses.
Experience applying federal, state and local laws affecting potential exposure and/or settlement limitations, including comparative negligence, immunities and defenses when evaluating claims for recovery.
Ability to communicate clearly, both verbally and in writing, to explain and recommend claim decisions to claimants, attorneys, insurance companies, City staff, and elected officials, while handling sensitive issues with professionalism and confidentiality.
Experience understanding and explaining detailed rules and policies, writing clear reports and claim documents, and representing the City in settlement negotiations, including restitution, arbitration, or small claims hearings.
Experience managing electronic claim records using best practices, and proficiency in using online research tools, claims management systems, and Microsoft Office programs.
Preferred qualifications
Although not required, you may have one or more of the following:
Senior Claim Law Associate (SCLA) or Associate in Claims (AIC) designation at the time of hire.

Step 2: Minimum Qualification Evaluation: Week of August 11th
